EXECUTIVE SUMMARY
Recommendation to authorize a budget amendment for the Facilities Management Division in the
amount of $2,100,000 to fund two (2) Infrastructure Sales Surtax Projects under the HVAC,
Roofing, and Capital Equipment Replacement at Sheriff’s and County Facilities category. (Projects
50184 and 50185)
OBJECTIVE: To provide the necessary funding for two HVAC (heating, ventilation, and air
conditioning), Roofing, and Capital Equipment Replacement at Sheriff’s and County Facilities projects
and to authorize the necessary budget amendment.
CONSIDERATIONS: Voters approved an Infrastructure Sales Surtax in November 2018. Collection of
the surtax began on January 1, 2019. Projects outlined in Exhibit A within County Ordinance 2018-21
are eligible to receive funding from the Surtax. Projects must also be compliant with Section 212.055(2),
Florida Statutes. Exhibit A, identified 3 main categories of projects: Transportation Projects, Facilities &
Capital Replacements, and Community Priorities. The following two (2) projects fall within the Facilities
& Capital Replacement category under line item HVAC, Roofing and Capital Equipment Replacements at
Sheriff’s & County Facilities and have been validated by the Infrastructure Surtax Citizen’s Over sight
Committee.
The Infrastructure Surtax Citizen’s Oversight Committee validated the Collier County J1/J2 Jail
Generator phase 1 (Project 50184) at their March 4th, 2020 meeting, as agenda item 8.B.2. The funding
required for this project is $650,000. The existing switchgear in J1 and J2 is not presently configured to
support full emergency generator backup power and needs to be re-configured from the current “Split
Bus” orientation. Presently the Jail Facility is considered as an I3 Occupancy Class in the Florida
Building Code (FBC 2017) and a Level 1 designation from the Fire Code (NFPA) which requires
emergency backup power to be provided to all wings. This project consists of the upgrade and repair of
the existing electrical service and switchgear located in the J1 and J2 electrical room and will provide
temporary power throughout J1 and J2 so that the main electrical switchgear can be deactivated for a
period of 2-3 months.
The Infrastructure Surtax Citizen’s Oversight Committee validated Collier County Jail Laundry
Replacement and Safety Upgrades (Project 50185) at their March 4th, 2020 meeting, as agenda item 8.B.1.
The funding required for this project is $1,450,000. This project encompasses the renovation of the
existing laundry facility with an open concept layout. The new layout will provide unobstructed views
and will offer better supervision of the inmate work force and work environment. Also, this project will
include more efficient - properly sized - laundry equipment. The new equipment will provide the
flexibility needed to handle alternative loading situations and will meet the current and future demands of
the jail population.
FISCAL IMPACT: A budget amendment is necessary to allocate funding from Reserves within the
Infrastructure Sales Tax Fund (318) to each of the following projects:
$ 650,000 - Collier County J1/J2 Jail Generator Phase 1 (50184)
$1,450,000 - Collier County Jail Laundry Replacement and Safety Upgrades (50185)
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
