EXECUTIVE SUMMARY
Recommendation to approve seven (7) mortgage satisfactions for the State Housing Initiatives
Partnership loan program in the amount of $350,000.
OBJECTIVE: To support the affordability of housing in Collier County through the State Housing
Initiatives Partnership (SHIP) new construction assistance program.
CONSIDERATIONS: The 2016-2019 Local Housing Assistance Plan (LHAP) was approved by the
Board of County Commissioners (Board) on September 26, 2017, Agenda Item #11A. This LHAP
included a New Construction strategy that allows SHIP funds to be awarded to for -profit and not-for-
profit developer to offset the cost of new construction. Upon completion of the home, the developer will
sell the home to a qualified buyer in Collier County. As a condition of the award, the developer is
required to execute a promissory note and mortgage during construction in the amount of $50,000 in
favor of the County and issue a construction subsidy credit for said amount upon resale at closing on
behalf of the income-qualified homebuyer.
At the time of resale, the income-qualified homebuyers are required to execute a promissory note and
mortgage in favor of Collier County for $50,0000. As a condition of award, the homeowners are required
to repay the assistance upon sale, refinance or loss of homestead exemption for failure to maintain the
home as their primary residence during the fifteen-year affordability term.
The following table provides details regarding the associated mortgages that are proposed to be satisfied
due to the homebuyers’ executed replacement mortgages and promissory notes:

Furthermore, the home secured by the below mortgage was withdrawn from the original group of
properties designated to be purchased by a SHIP income-qualified applicant. This property is no longer
included in the Construction Assistance program and will not be sold to a SHIP income-qualified
applicant. An alternate property will be identified at a later date. No funds have been provided for the
below property.

Approval of this Item will authorize the Chairman to sign the attached satisfaction of mortgages and the
executed documents shall be recorded in the Public Records of Collier County, Florida.
FISCAL IMPACT: There is no Fiscal impact associated with Satisfaction of Mortgage. The seven (7)
recording fees of $10 will be paid from SHIP Grant Fund (791), Project 33613.
GROWTH MANAGEMENT IMPACT: The SHIP Program furthers the goals and objectives of the
Housing Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority vote
for Board approval. -JAB
