Agenda 04/28/2020 Item #16C10 (Solid Waste Foam Recycling Grant)04/28/2020 EXECUTIVE SUMMARY Recommendation to authorize staff to electronically apply for a foam recycling grant, in the amount up to $50,000, through the Foam Recycling Coalition (FRC) to be used at Solid and Hazardous Waste Management Division (SHWMD) Recycling Facilities. OBJECTIVE: To receive approval from the Board of Collier County Commissioners (“the Board”) to allow staff to submit a foam recycling grant application for the acquisition of a foam recycling system from Foam Cycle LLC. CONSIDERATIONS: The SHWMD’s mission is to deliver best value, high quality, sustainable solid waste management services that exceeds customers’ expectations. The source of the $50,000 grant funding, Foam Recycling Coalition, (FRC), a special interest group of the Foodservice Packaging Institute (FPI), was launched to support increased recycling of foodservice packaging made from foam polystyrene. In order to meet this objective, the FRC shares general information on foam recycling, provides technical resources and offers funding assistance to programs ready to start or strengthen post- consumer foam recycling. Applying for this grant would allow the County to consider foam, specifically, Grade A and B polystyrene, recycling. The grant allows the SHWMD to purchase the XT200E; a 200lb per hour foam densifier, that processes raw foam material into a marketable commodity. The grant includes equipment purchasing, delivery, installation, staff training, and maintenance, for a one-year period. Vendor, Recycle Tech, has offered the County $0.15/lb for Grade A foam and $0.03/lb Grade B foam. In accordance with the Board approved Integrated Solid Waste Management Strategy component for material reuse and recycling, this method of foam recycling considers an innovative and progressive approach for material management. Furthermore, the ability to recycle foam keeps this material out of the landfill; thereby, preserving landfill airspace. SHWMD focuses on strategic ways to reduce or recycle the municipal solid waste stream in order to increase our customer service level. Residents of Collier County value recycling and understand the importance of preserving the environment. The SHWMD have received numerous requests through the Qualtrics program for Styrofoam recycling. The SHWMD has developed an all-inclusive strategy comprised of logistic and operational guidelines, targeted marketing strategies, outreach initiative, quantifiable goals, and a timeline for implementation. FISCAL IMPACT: The total cost of the project is $114,400. Grant funding in the amount of $50,000 will be provided by the Foodservice Packaging Institute, Inc. (FPI), if awarded the grant revenue will be recognized at a future board meeting. Although this grant application does not require a match, the County is required to cover both marketing and labor costs estimated at $64,400. The funding source for the foam recycling program is budgeted in the Solid and Hazardous Waste Management, Fund (473). Any revenues derived from the sale of foam will offset any additional costs for marketing and maintenance. There are no other costs associated with the program. GROWTH MANAGEMENT IMPACT: No growth management impact will result from this action.
