EXECUTIVE SUMMARY
Recommendation to approve a $271,800 work order, under Request for Quotation No. 14-6213-
205372-2, to Douglas N. Higgins, Inc., to replace aeration treatment equipment at the North County
Water Reclamation Facility (Project Number 70148).
OBJECTIVE: To maintain wastewater treatment capacity and Irrigation Quality (“IQ”) water
production at the North County Water Reclamation Facility (“NCWRF”) in compliance with Florida
Department of Environmental Protection agency regulations.
CONSIDERATIONS: The proposed scope of work under Project Number 70148, “Water Reclamation
Facilities Technical Support Projects,” is consistent with the FY2020 Budget approved by the Board on
September 19, 2019.
This project will replace the aerators on Oxidation Ditch No. 2 at the NCWRF. Oxidation Ditch No. 2
has six separate rotating aerators that play a critical role in the wastewater treatment process and the
production of IQ water. The aerators operate continuously, 24 hours a day, 7 days a week, 365 days a
year. The existing aerators experienced a mechanical failure and cannot be repaired. This project
replaces an essential treatment element benefiting the customers currently served by the NCWRF.
The County distributed RFQ No. 14-6213-205372-2, “NCWRF Oxidation Ditch No. 2 Mechanical
Upgrades,” to the four contractors under the Plant/Facility Utilities category of Fixed-Term Underground
Utilities Agreement No. 14-6213 on January 28, 2020. Three contractors submitted quotations by the
February 14, 2020 deadline as summarized below and in Attachments 1 and 2.

Mitchell & Stark Construction Co., Inc. $ 299,835.00
Quality Enterprises USA, Inc. $ 436,303.94
Douglas N. Higgins, Inc.’s (“Higgins”) low bid quote is only 1 percent above the engineering consultant’s
cost opinion. Engineering consultant, Hole Montes, Inc., recommends in its attached February 17, 2020
letter that the contract be awarded to Higgins, who has a satisfactory performance and warranty record on
previous, similar, utility-related projects.
The quote specifications informed the bidders there may be unforeseen conditions associated with the
project. The quote amount incorporates a $30,000 allowance for owner-directed additional work
including, but not limited to, modifications or repair resulting from unforeseen electrical, mechanical, or
structural work associated with this project. The price for any additional work, should any be needed,
will be negotiated prior to commencement in accordance with the county’s Procurement Ordinance and
the terms of the agreement.
FISCAL IMPACT: The source of funding is Wastewater User Fees Capital Fund (414). The project is
anticipated to complete in 2020. There is no change in operating costs. The source of funds is wastewater
user fees.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. -SRT
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan

standards to ensure the adequacy and availability of viable public facilities.
RECOMMENDATION: That the Board of County Commissioners, Ex-officio the Governing Board of
the Collier County Water-Sewer District, approve a $271,800 work order to Douglas N. Higgins, Inc.,
under Request for Quotation 14-6213-205372-2 for the “NCWRF Oxidation Ditch No. 2 Mechanical
Upgrade,” and, authorize the Chair to sign the attached work order. (Project Number 70148)
