Agenda 04/28/2020 Item #16A31 (Subrecipient Agreement North Belle Meade Drainage)04/28/2020 EXECUTIVE SUMMARY Recommendation to accept Gulf Consortium Subrecipient Agreement No. 200097221.01 under the Restore Act Spill Impact Component and the State of Florida State Expenditure Plan (Pot 3) for monitoring of the Collier County Comprehensive Watershed Improvement Program and Conceptual Analysis for the North Belle Meade Drainage and Road network Area for the combined amount of $775,760 and authorize the necessary budget amendment (Project No 33673). OBJECTIVE: To receive approval from the Board of County Commissioners to accept the Gulf Consortium subrecipient Agreement No. 200097221.01 from the RESTORE Act Spill Impact Component (Pot 3) as per the State of Florida State Expenditure Plan to perform hydrologic, vegetative and water quality monitoring required to determine project success and/or scope modifications to obtain that success. In addition, this agreement also funds the development of a conceptual master plan for the North Belle Meade drainage and road network area. CONSIDERATIONS: On May 14, 2019 (16.A.2), the Board of County Commissioners approved an after-the-fact submittal of a RESTORE Spill Impact Component (Pot 3) grant application to the Gulf Consortium for hydrologic, vegetative and water quality monitoring along with the development of a conceptual master plan for the North Belle Meade drainage and road network. This monitoring plan will continue with pre-construction baseline data collection and monitoring to benchmark existing hydrologic, vegetative, and water quality conditions currently existing in this portion of the Picayune Strand State Forest. Additionally, acceptance of this grant will allow for continued hydrologic, vegetative, and water quality monitoring during the phased construction of this project and all post-startup operations for a total period of five years. The data from these 60 monitoring locations will be used to determine project success and/or project modifications needed to achieve project success. In addition, this grant will provide funding to develop a conceptual master plan for the North Belle Meade drainage and road network area. FISCAL IMPACT: A budget amendment is necessary to appropriate revenue funds in the amount of $775,760, within the Growth Management Grant Fund 711, Project 33673. The funding source for grant reimbursement is the Gulf Ecosystem Restoration Council Pass -Through Entity - The Gulf Consortium in the amount of $775,760. There is no match requirement for this award. The monitoring portion of this grant agreement totals $725,760. Additional funding in the amount of $50,000 was allocated by the grantor for the North Belle Meade drainage conceptual plan for a total grant award of $775,760. GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact Associated with this action. Collier County CMA #5330 Grant Coordination requires that the Board of County Commissioners approve all grant applications. CONSIDERATION: The Gulf Consortium provides grants through the RESTORE Spill Impact Component to eligible counties to implement projects identified in the Florida State Expenditure Plan (SEP). The Collier County Watershed Improvement Plan is listed in the SEP and is eligible to receive approximately $12,000,000 over a 15-year period of time to implement the Collier County Watershed Improvement Plan. The grant application was submitted on 3/29/2019. Collier County CMA No. 5330 authorizes the County Manager to approve the submittal of grant applications with subsequent Board of County Commissioners action at the next available Board meeting to ratify the approval as “after-the-fact.” FISCAL IMPACT: Total cost of the monitoring is estimated to be $725,760. Should the grant be awarded, Collier County will receive RESTORE Spill Impact Component funding in the amount of $725,760. There is no match required.
