Agenda 03/24/2020 Item #16C 2 (FPL Easement - Resource Recovery Park)03/24/2020 EXECUTIVE SUMMARY Recommendation to approve an Easement to Florida Power & Light Co. for installation of electrical service for the landfill deep injection well production and operation, at the Collier County Resource Recovery Park at 3959 City Gate Boulevard North. OBJECTIVE: To obtain approval of the FPL Easement to provide electrical service to the deep injection well production and operation. CONSIDERATIONS: The Public Utilities Department is responsible for the construction, operation, and maintenance of the Collier County Landfill leachate deep injection well. The Collier County Landfill is a 310.97-acre Class-I solid waste management facility that accepts incoming solid waste six days per week. As a result of landfilling waste, leachate is produced and is collected via the landfill leachate collection system and transferred to a pump station. The leachate is pumped from the pump station to the sanitary sewer collection system flowing to South County Water Reclamation Facility for treatment. The leachate volume makes up approximately 100,000 gallons per day of flow (during the wet season) and contributes to nitrogen concentrations requiring treatment within the waste stream process. Furthermore, the pipe network in place that transports this leachate volume is located under highway 75 and consists of aged ductile iron pipe. As a result, the deep injection well was designed to serve as an industry standard, long term solution for leachate disposal and relieve the wastewater treatment plant of this high volume and nutrient rich flow. The deep injection well drilling was approved by the Board of County Commissioners on October 8, 2019. In order for Florida Power & Light Co. (hereafter “FP&L”) to provide the necessary power for the installation of the deep injection well, it will be necessary to execute and record the attached Easement (Business) to FP&L. The Easement comprises a total of 8,480 square feet or 0.19 acres of land, more or less, as shown and described on Exhibit “A” of the Easement. The Easement has been reviewed and approved by Solid & Hazardous Waste Management and the CAO. FISCAL IMPACT: Recording costs shall not exceed twenty-seven ($27.00) dollars and will be paid from the Solid Waste Capital Fund (474). LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for approval. - JAB GROWTH MANAGEMENT IMPACT: There is no impact to the Collier County Growth Management Plan. RECOMMENDATION: That the Board of County Commissioners approves the attached Easement, authorizes the Chairman to execute the Easement, and directs the County Manager or his designee to proceed to follow all appropriate closing procedures and to record the Easement in the Public Records of Collier County, Florida.
