Agenda 03/10/2020 Item #16C 2 (Museum of the Everglades Budget Amendment)03/10/2020 EXECUTIVE SUMMARY Recommendation to authorize a budget amendment for the Facilities Management Division in the amount of $83,950 from the Infrastructure Sales Tax Reserve Fund (318) to fund the removal and replacement of the existing roofing, flashings and gutters/leaders at the Museum of the Everglades. OBJECTIVE: To provide the necessary funding for HVAC (heating, ventilation, and air conditioning), Roofing, and Capital Equipment Replacement at Sheriff’s and County Facilities projects and to authorize the necessary budget amendment. CONSIDERATIONS: Voters approved an additional penny sales tax in November 2018. Collection of the surtax began on January 1, 2019. Projects outlined in Exhibit A within County Ordinance 2018-21 are eligible to receive funding from the Surtax. Projects must also be compliant with Section 212.055(2), Florida Statutes. In Exhibit A, there are 3 main categories of projects identified: Transportation Projects, Facilities & Capital Replacements, and Community Priorities. The following project has been identified within the Facilities & Capital Replacement category under line item HVAC, Roofing and Capital Equipment Replacements at Sheriff’s & County Facilities and was validated by the Infrastructure Surtax Citizen’s Oversight Committee. On February 5, 2020 agenda item 8.B.2, the Infrastructure Surtax Citizen’s Oversight Committee validated the funding of $83,950 for the Museum of the Everglades Roof (Project 50187). The Museum of the Everglades (a historical structure) was constructed on October 27th, 1927. The existing shingle roof has reached the end of its useful life (30 plus years) and the existing flashings are allowing water to infiltrate into the Museum causing the wood roof decking to decay. In order to restore th e watertight integrity of the building all the roofing and flashings need to be replaced. The new roofing will be compliant with Collier County vertical standards and the current Florida Building Code. FISCAL IMPACT: A budget amendment is necessary to allocate funding from Reserves within the Infrastructure Sales Tax Fund (318) to Museum of the Everglades Roof Project (50187) in the amount of $83,950. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues, and requires majority vote for approval. -JAK GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this Executive Summary.
