EXECUTIVE SUMMARY
Recommendation to approve the installation of speed tables on Burton Road, Esther Street, Gail
Boulevard & Donna Street, at an installation cost not to exceed $100,000 and authorize the
necessary budget amendments. Project No. 60240
OBJECTIVE: To install speed tables on Burton Road, Esther Street, Gail Boulevard & Donna Street in
accordance with the Neighborhood Traffic Management Program.
CONSIDERATIONS: The residents on Donna Street and the surrounding area have requested
participation in the Neighborhood Traffic Management Program. Donna Street and the surrounding
neighborhood roads provide a circuitous route between two major roadways (Radio Road and Davis
Boulevard) as well as provide access to a middle school and Vocational Training Center. Over the past
several years, staff and residents have worked cooperatively to initiate education and enforcement
techniques to attempt to reduce the speed and volume through the neighborhood. Education efforts
included residents working with nearby auto dealerships to dissuade test drives through the neighborhood,
as well as staff assisting residents with educational materials which were distributed. Following the
education and enforcement activities, the volumes and speeds still warranted additional consideration for
physical modifications. Staff has initiated multiple pilot projects to test median configurations to
determine the impact not only on this specific neighborhood but also the surrounding community both
residential and commercial. Following the pilot projects, multiple information meetings and coordination
with emergency responders, staff is recommending placement of speed tables on the following roadways:
Burton Road, Esther Street, Gail Boulevard & Donna Street. On February 19,2020, staff met on-site with
residents along the routes to discuss specific placement. Staff will collect traffic data post -construction to
determine if the speed tables reduced the speed and/or volumes of the roadways.
FISCAL IMPACT: We estimate the cost of this work will not exceed $100,000. A budget amendment
is necessary to move funds into Traffic Calming Project 60240. The source of those funds will be gas
taxes.
GROWTH MANAGEMENT IMPACT: This action will result in no growth management impact.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issues, and requires majority vote for approval. -JAK
RECOMMENDATION: To authorize staff to proceed with the installation of speed tables on Burton
Road, Esther Street, Gail Boulevard & Donna Street and all necessary budget amendments.
