EXECUTIVE SUMMARY
Recommendation to award a Work Order to Bonness, Inc., for construction of the “St. Andrews
Blvd., at Wildflower Way” traffic calming project, in the amount of $244,536.40 (Project 60213).
OBJECTIVE: To approve a Work Order for St Andrews Blvd., at Wildflower Way improvement.
CONSIDERATION: On April 26, 2017 a meeting was held with the County and community
stakeholders to discuss traffic calming solutions at Warren Street and Wildflower Way intersections along
St. Andrews Boulevard. Traffic calming elements such as lane width reduction, curb extensions, brick
paver ADA crosswalks were incorporated into a preliminary design that was presented to the community
at a Public Information Meeting on February 22, 2019. Construction plans were prepared and on
December 13, 2019, Transportation Engineering staff sent construction plans and a bid schedule to the
four (4) construction companies that are currently under contract with the County on “Agreement #16-
6663 for Roadway Contractors.” Staff requested quotations from those contractors for construction
services for the St. Andrews Blvd., at Wildflower Way improvement project.
On January 4, 2020, the County received four (4) bids, as follows:

2 Ajax Paving Industries of Florida, LLC $323,207.15
3 Preferred Materials, Inc. $325,053.09
4 Wright Construction Group, Inc. $407,445.74
Staff concluded that the bidding was competitive, that the low bid received is fair and reasonable, and
recommends awarding the work order to Bonness, Inc., Bonness’ bid is 7.1% higher than the engineer’s
estimate of $228,166.10. The work order and bid analysis are attached for review and recommended
approval. Because the construction project is in excess of $200,000, payment and performance bonds are
required prior to commencing performance of the work, and per section 2.2 of Agreement No. 16 -6663
must be provided within ten (10) business days of notification of award.
FISCAL IMPACT: The anticipated cost for this intersection improvement project is $244,536.40.
Funding is available within project 60213. Source of funds is Gas Tax fund 313.
The estimated useful life of the roadway improvements is 20 years with minimal to no repair cost during
that duration of time.
GROWTH MANAGEMENT IMPACT: This project is consistent with the Transportation Element of
the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. - SRT
RECOMMENDATION: To award a Work Order for “St. Andrews Blvd., at Wildflower Way” traffic
calming project to Bonness, Inc., in the amount of $244,536.40, and authorize the Chairman to sign the
attached Work Order.
