EXECUTIVE SUMMARY
Recommendation to reappoint three members to the Bayshore Beautification MSTU Advisory
Committee.
OBJECTIVE: To reappoint three members to the Bayshore Beautification MSTU Advisory Committee.
CONSIDERATIONS: This 7 member committee was created on December 16, 1997, by Ordinance No.
97-82 to assist the BCC in carrying out the purposes of providing curbing, watering facilities, plantings
and maintenance of the median strips of roadways within the MSTU; providing traffic calming
improvements; and beautification and maintenance of other areas within the MSTU. The committee
prepares and recommends an itemized budget to the Board of County Commissioners. Members must be
permanent residents or owners of commercial or residential property within the MSTU. Terms are 4
years. A list of the current membership is included in the backup.
There are four seats on this committee expiring on March 3, 2020. The vacancies were advertised and
applications were received from the following:

ATTENDANCE: During the past two years Mr. Gutierrez and Ms. Arafet have each had only one
excused absence, and Ms. Crum has had perfect attendance. Attendance records are included in the
backup.
COMMITTEE RECOMMENDATION: At its meeting on February 5, 2020, the committee reviewed
the applications and recommended that Mr. Gutierrez be reappointed to the committee to a three-year
term expiring on March 3, 2023, and that Ms. Arafet and Ms. Crum be reappointed to four -year terms
expiring on March 3, 2024. The remaining vacant seat, when filled, is requested to be filled as a three-
year term. The varying appointment term lengths is requested for this round of appointments only, in
order to promote better staggering of expiration dates on this committee, so they do not again have a year
in which the majority of seats expire in the same year. A recommendation memo is included in the
backup.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Committee
Recommendation, and directs the County Attorney to prepare a resolution confirming the reappointments.
