EXECUTIVE SUMMARY
Recommendation to approve submittal of an agreement, after-the-fact, authorizing the Collier
County Supervisor of Elections to accept Federal Election Cybersecurity Initiative funds with a
15% matching contribution and to authorize the Board of Collier County Commissioner’s Chair to
sign the Certificate of County Matching Funds.
OBJECTIVE: To ratify the Collier County Supervisor of Elections’ submittal of an agreement accepting
funds from the Department of State, Division of Elections, for additional Federal Election Cybersecurity
Initiatives, and for the Board to have its Chair sign the Certificate of Matching Funds (see Attachment
“C” of the Agreement).
CONSIDERATIONS: The Department of State is authorized to distribute to Sub-recipients a sum total
of two million, eight hundred thousand dollars ($2,800,000) in non-recurring funds for fiscal year 2019-
2020 from the Federal Grants Trust Fund, pursuant to sections 101 and 251 of the Help America Vote Act
of 2002 (HAVA) and the Catalog of Federal Domestic Assistance (CFDA) 90.401 (“Requirements
Payments”) and 90.404 (“Help America Vote Act Election Security Funds”).
The Collier County Supervisor of Elections became aware of the grant on February 11, 2020 which is due
February 14, 2020. Because of the quick turn around required, the agreement was not able to be
scheduled for Board consideration in advance of the submittal deadline. The agreement was timely
submitted, and the Collier County Supervisor of Elections now requests this ratification of submittal.
Once this item is approved the Certificate of County Matching of Funds will be routed for Chair signature
and submitted.
FISCAL IMPACT: The County will incur a fiscal impact of $6,604.72, which constitutes the required
matching contribution necessary for the Collier County Supervisor of Elections to receive the $44,031.41
from the Division of Elections. The funds received will be appropriated in the Collier County Supervisor
of Elections budget with definitive project tracking.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board action. - JAB
GROWTH MANAGEMENT INPACT: None.
RECOMMENDATION: That the Collier County Board of County Commissioners approve submittal of
an agreement, after-the-fact, authorizing the Collier County Supervisor of Elections to accept an
agreement providing for the receipt of Federal Election Cybersecurity Initiative funds with a 15%
matching contribution from the County, to authorize any necessary budget amendments to receive and
expend those funds, and that the Board of Collier Commissioner’s Chair sign the Certificate of County
Matching Funds.
