Agenda 02/25/2020 Item #16D 9 (Treatment for Opioid Use Disorders Grant Application)02/25/2020 EXECUTIVE SUMMARY Recommendation to approve the “After-the-Fact” Bureau of Justice Assistance Building Bridges Between Jails and Community-Based Treatment for Opioid Use Disorders grant application. (Net Fiscal Impact $93,750) CONSIDERATIONS: Collier County has participated in the Bureau of Justice (BJA), Building Bridges Planning Grant since August 2019. Collier County is one of sixteen (16) counties nationwide participating in the implementation of medication-assisted treatment (MAT) in correctional facilities. The County has also been selected as one of four (4) demonstration sites to be evaluated further by the Friends Research Institute. Collier County has been recognized by the Friends Research Institute for our plan to address the Opioid epidemic in correctional settings and our countywide strategic planning efforts to comprehensively address substance abuse and mental health. The BJA funding opportunity was announced on January 15, 2020, with a submittal date of January 31, 2020. Due to the short turnaround and the unique nature of the grant and its collaborative application process between agencies, more time was needed to assemble the application. Collier County CMA #5330 authorizes the County Manager to approve the submittal of grant applications with subsequent Board of County Commissioners (Board) action at the next regularly scheduled Board meeting to ratify the approval as an “After-the-Fact” application. The County Manager approved the grant application on January 28, 2020, and it was timely submitted. Preparation of this grant application occurred through a collaborative effort with the Collier County Sheriff Office (CCSO), Armor and David Lawrence Center (DLC) through Collier County’s Community and Human Services Division (CHS). Collier County is the lead applicant, and Collier County CHS will perform all grant management duties for the duration of the grant period. The focus of this application is to obtain $93,750 in funding to achieve the following objectives: 1. Provide training/information to the community and media on the impact of substance abuse 2. Provide individual and caregiver education and training on the risks and side effects of prescription and illicit drugs and administering naloxone 3. Develop recovery communities, recovery coaches, and recovery community organizations to expand the availability of and access to recovery support services 4. Develop outreach teams to follow up with justice-involved individuals at risk of overdose, particularly those who have just experience nonfatal overdoses 5. Establish/expand court-based intervention programs to prioritize or expedite services to court- involved individuals who have Substance Use Disorder 6. Develop a plan for pre-trial and post-trial populations leaving jail or secure residential treatment to connect them to treatment and recovery supports. If the requested funding is awarded the Collier County jail would expand the use of MAT from the current program which is limited to only pregnant female and drug court-involved inmates, to all inmates who are on Buprenorphine at the time of incarceration. The program will link the MAT inmates to treatment and services upon release through a MAT Care Coordination Team. The program will include a case manager, supervisor and a peer specialist employed by DLC. This funding will allow for treatment and recovery to continue for individuals released from jail. FISCAL IMPACT: There is no Fiscal impact at this time. If funds are awarded, funds from the BJA in the amount of $93,750 will be appropriated into the Human Services Grant Fund (707) via a Budget Amendment at the time of the Board’s acceptance. LEGAL CONSIDERATIONS: The Board will have the opportunity to accept or reject the funds if the grant is approved. Accordingly, this Office has no issue with respect to the legal sufficiency of this request, which is appropriate Board action.
