Agenda 02/25/2020 Item #11E (ITB #20-7699 w/One Source Construction Co.)02/25/2020 EXECUTIVE SUMMARY Recommendation to award Invitation to Bid No. 20-7699 to One Source Construction Company and Builders, Inc., for the “Clam Pass Park Restroom Expansion and Boardwalk Modifications,” in the amount of $1,871,210, authorize the Chairman to sign the attached agreement and make a finding that this item promotes tourism. OBJECTIVE: To construct the Clam Pass Park Restroom Expansion and Boardwalk Modifications. CONSIDERATIONS: The Public Services Department (“PSD”) maintains the Clam Pass Beach Boardwalk and Restrooms. The 3000-foot long boardwalk has deck boards that are over twenty-five (25) years old and are nearing the end of their useful life; therefore, due to safety, age, and wear, the safest approach is to replace the decking for the entire length of the boardwalk. For quality and longevity, it is recommended to replace all the decking with Ipe lumber and package the decking work with handrail and kick plate replacement using the same premium grade material. The Boardwalk Modification portion of the project will be scheduled in the off-season. The existing restroom facilities are not ADA compliant and the expansion will bring the existing structure into ADA compliance and add additional facilities to the area. On December 13, 2019, the Procurement Services Division posted Invitation to Bid (“ITB”) No. 20-7699 for the construction of the Clam Pass Park Restroom Expansion and Boardwalk Modifications. The County issued notices to 26,332 vendors and interested vendors viewed 114 bid packages. The County received eight (8) bids, two (2) of which were No Bids responses, by the January 28, 2020 deadline as summarized below. (“One Source Construction”) is the lowest responsive and responsible bidder in the amount of $1,871.210, which is approximately one percent (1%) less than the project’s Opinion o f Probable Construction Cost amount of $1,884,740. Staff found Curran Young Construction, LLC, non -responsive for not submitting required documents. The design consultant on the project, Q. Grady Minor and Associates, P.A., also recommends awarding the project to One Source Construction (see attached Design Engineer’s Letter of Recommended Award). Accordingly, staff recommends that the contract be awarded to One Source Construction in the total contract amount of $1,871,210. 11.E Packet Pg. 598 02/25/2020 The quote specifications informed the respondents that there may be unforeseen conditions associated with the project. The quoted amount incorporates an Owner’s Allowance of $100,000 for unanticipated costs including, but not limited to, unforeseen site conditions that would be encountered during construction. Use of the allowance will be billed at the appropriate contract price based on a lump sum, unit price on a time and material basis. FISCAL IMPACT: Funding is provided in Tourist Tax supported Beach Park Facilities Fund (183) under the Clam Pass Park Boardwalk Project (Project No. 88046). GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan related to this action. ADVISORY BOARD RECOMMENDATION: The Tourist Development Council has approved funding for the Boardwalk on this project during its April 22, 2019 meeting Agenda Item 7C and approved funding and expansion of the restrooms during their April 27, 2015 meeting Agenda Item 7I. GradyMinor contacted the provided references to discuss if the work performed by One Source was similar in nature to the proposed park project and if One Source performed acceptably on the projects.
