02/25/2020 EXECUTIVE SUMMARY Recommendation to award Invitation to Bid (“ITB”) No. 20-7684, Thomasson Drive Beautification project to Wright Construction Group, Inc., for the base bid in the amount of $6,022,618.68, and authorize the Chairman to sign the attached agreement and authorize necessary budget amendments. OBJECTIVE: To enhance Thomasson Drive from the intersection of Thomasson Drive and Hamilton Avenue to Orchard Lane. The project consists of widening the existing roadway, installing sidewalks, bicycle lane, street lighting, irrigation and Florida friendly landscaping. A new roundabout will be installed at the four-way intersection of Thomasson Drive and Bayshore Drive. CONSIDERATIONS: The 2011 Bayshore Beautification Master Plan identified Thomasson Drive and the intersection of Thomasson Drive and Bayshore Drive as major gateways into the community. In 2011, the Bayshore Beautification MSTU Advisory Board (the “MSTU”) identified the improvements to Thomasson Drive as a priority. In May 2012, the M STU received a donation of $65,000 from CDC Land Investments, Inc., as memorialized in County Resolution No. 2012-81, to assist in the design and improvements of the road improvements. The County awarded RWA Consultants, Inc. (“RWA”) Agreement No. 13-6012 to provide streetscape design for Thomasson Drive/Hamilton Avenue within the Bayshore Beautification MSTU on June 10, 2014 (Agenda Item 16.B.1). RWA completed the final design plans in 2019 after receiving significant community input on design and permitting options. At the December 5, 2018 meeting of the MSTU’s Advisory Board Meeting, the MSTU made a recommendation supporting County Parks and Recreation staff’s proposal to separate out the Hamilton Avenue portion of the project as an add alternate. That option would allow Parks and Recreation to design improvements along Hamilton Avenue and Danford Street to improve boat parking at Bayview Park. On September 24, 2019 (Agenda Item D.10), the Board of County Commissioners approved a budget amendment to design and construct improvements along Hamilton Avenue and Danford Street to provide additional parking for Bayview Park. The plans for Hamilton Avenue improvements are currently at 30% design. On November 15, 2019, the Procurement Services Division posted ITB No. 20-7684 for the Thomasson Drive Beautification Project. The County sent out 31,490 notices, and interested contractors viewed one hundred and thirty-eight (138) bid packages. On December 19, 2019 the County received four (4) bid responses as summarized below and one (1) no bid. After review of the documents Compass Construction Inc. determined the project was beyond its scope. Staff reviewed the bids received and determined that Wright Construction Group, Inc., is the lowest responsive and responsible bidder. RWA’s attached Design Engineer Letter of Review and Acknowledgment dated January 29, 2020, confirms that Wright Construction Group, Inc. is the lowest responsive and responsible bidder and recommends Wright Construction for award. The bid package included a base bid for work associated for the Thomasson Drive improvements, and an Alternate #1 for work associated with Hamilton Avenue. Staff is recommending to only award the base bid and to not award Alternate #1 at this time; while reserving the County’s right to award Alternate #1 at a future date, subject to funding. FISCAL IMPACT: Current available funding for the Thomasson Drive Beautification Project, (Project No. 50172), within Bayshore Beautification Capital Fund (160) is $4,858,467.63. To fully fund the base bid award $905,260 will reallocated from reserves and other project budgets within Bayshore Beautification Capital Fund (160) and $259,272.37 will be transferred from Bayshore Beautification Operating Fund (163). The Fund (163) monies will be allocated from excess fund carry forward to be recognized by budget amendment. GROWTH MANAGEMENT IMPACT: Approval of this item is in accordance with the current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities. ADVISORY BOARD RECOMMENDATION: At the January 7, 2020 joint meeting of the Bayshore Gateway Triangle CRA and the Bayshore Beautification MSTU both committees voted unanimously to recommend approval of the contract. The scope of the Thomasson Drive Beautification Project includes the installation of additional asphalt, rehabilitation of the existing roadway and ditch system, street lighting, additional landscaping and irrigation improvements. Based on the bid tabulation (attached) provided by the Collier County Purchasing Division, Wright Construction Group, Inc. is the low bidder with a bid amount of $6,022,618.68, which is approximately 16% higher than the project’s Opinion of Probable Construction Cost (OPCC) amount of $5,040,299.56. Wright Construction Group, Inc. is a general contractor with roadway construction experience locally as well as throughout the state of Florida. The projects provided by Wright Construction Group, Inc. as references are primarily roadway projects. RWA, Inc. contacted the provided references to discuss if the work performed by Wright Construction Group, Inc. was similar in nature to the proposed Thomasson Drive Beautification Project and if Wright Construction Group, Inc. performed acceptably on the projects. All the references were contacted, and we received responses from the following: 1. Downtown Improvements, City of Bonita Springs RWA, Inc. contacted the Public Works Director from the City of Bonita Springs, who was the owner of the project. The reference contacted provided positive feedback on Wright Construction Group’s work and confirmed that Wright Construction Group completed work as their contractor which included roadway improvements including roundabouts. The new project manager was unable to be reached for reference. 4. Burnt Store Road Widening – Middle Segment, Lee County RWA, Inc. contacted the project supervisor from Lee County. The reference contacted provided positive feedback regarding Wright Construction Group’s work and confirmed that the project did include roadway improvements. 5. Piper Road N Extension, Charlotte County RWA, Inc. contacted the project manager from Charlotte County. The reference contacted provided positive feedback regarding Wright Construction Group’s work and confirmed that the project did include roadway improvements. 6. Third Avenue South, City of Naples RWA, Inc. contacted the Director of Streets and Stormwater at the City of Naples. The reference contacted provided positive feedback regarding Wright Construction Group’s work and confirmed that the project did include roadway improvements. All references that responded to RWA, Inc. provided positive feedback on Wright Construction Group’s work. Wright Construction Group submitted all the required bid forms and is the lowest responsive and responsible bidder. Based on the above information, RWA, Inc. recommends Wright Construction Group, Inc. be awarded the Thomasson Drive Beautification project in the amount of $6,022,618.68.
