EXECUTIVE SUMMARY
Recommendation to ratify the County Manager’s execution of an Interlocal Agreement between
Collier County and Collier County Sheriff’s Office for Dispatch Communication services.
OBJECTIVE: To establish a formal agreement between Collier County and Collier County Sheriff’s
Office outlining communication services provided by Collier County Sheriff’s Office to meet
requirements of Florida State Statute.
CONSIDERATIONS: Earlier this year, the Marjory Stoneman Douglas High School Public Safety
Commission recommended that counties be required to develop and implement communication systems
that allow direct radio communication between public safety answering points (PSAPs) and first
responders outside the PSAPs normal service area to provide for more efficient dispatch of first
responders. The PSAPs within Collier County are Collier County Sheriff’s Office Dispatch Center and
the City of Naples Dispatch Center.
In addition, the Florida Legislature created Section 365.179, Florida Statutes (Direct radio communication
between 9-1-1 public safety answering points and first responders) requiring local first responder agencies
to ensure that each PSAP within a county is capable of directly notifying any first responder agency
within that county of an emergency by radio. The statute requires each Sheriff, in collaboration with all
first responder agency heads in his or her county to facilitate the development and execution of written
Interlocal agreements between all primary first responder agencies within the county to establish
protocols by which a PSAP will directly provide notice of an emergency by radio to the on -duty
personnel of a first responder agency, for which the PSAP does not provide primary dispatch functions.
The Collier County Sheriff’s Office Dispatch Center and the City of Naples Dispatch Center provide
communication services and have capabilities required within the legislation, and these capabilities have
been in place within our community for many years.
On December 18, 2019, the Interlocal Agreement between Collier County Sheriff’s Office and Collier
County was signed by the County Manager to meet a January 1, 2020 deadline for submission to the State
of Florida.
FISCAL IMPACT: There is no budget impact associated with this item.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board approval. - JAB
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact resulting from this
action.
RECOMMENDATION: To ratify the County Manager’s action in executing the required Interlocal
Agreement between Collier County and Collier Sheriff’s Office.
