EXECUTIVE SUMMARY
Recommendation to accept a Florida Beautification grant from the Florida Department of
Transportation (FDOT) for a median improvement project involving a portion of State Road 41
(U.S. 41 North), from Gulf Park Drive to Vanderbilt Beach Road, an existing beautified roadway
segment, in the amount of $103,522 for construction installation and approve an after-the-fact
submittal.
OBJECTIVE: To accept a Florida Beautification grant from the FDOT for landscape and irrigation
median improvements for State Road 41 (U.S. 41 North), and all associated funding for design,
installation, and maintenance.
CONSIDERATIONS: On September 24, 2019, Agenda Item 16.A.14, the Board approved the submittal
of a Florida Beautification grant application for landscape and irrigation median improvements for State
Road #41 (Road ID: 03010000, Mile Post 5.824 to Mile Post 4.553) between Gulf Park Drive to
Vanderbilt Beach Road, at an installation cost of approximately $103,522.75.
On December 9, 2019, Collier County was notified in writing that the project was selected for a Fiscal
Year 2019-20 Beautification Grant. F.D.O.T. and required that if Collier County intended to accept the
grant, the acceptance be relayed to the District I Landscape Architect within 15 days from the receipt of
the letter or by December 24, 2019. A County Manager approval memo and after-the fact approval is
required given the short timeframe. F.D.O.T. will not issue the grant agreement until design plans have
been reviewed and approved. Staff will execute the Agreement in advance of the December 24, 2020
grant execution due date to allow more time for installation.

FISCAL IMPACT: The grant agreement will be presented to the Board at a subsequent meeting at
which time a budget amendment will be required to appropriate grant funds, in the amount of $103,522,
within GMD Grant Fund (711).
As an existing roadway segment, US 41 North (Gulf Park Drive to Vanderbilt Beach Road), the annual
maintenance has been included in the FY20 budget within Landscape Capital Fund (112), Operating
Project (31112). Source of funds will be Unincorporated General Fund.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
Executive Summary.
LEGAL CONSIDERATIONS: The Board will have the opportunity to accept or reject the funds
when the grant agreement is formally presented. Accordingly, this Office has no issue with
respect to the legality of this request, which is appropriate for Board action and requires a
