EXECUTIVE SUMMARY
Recommendation to reappoint two members to the Parks and Recreation Advisory Board.
OBJECTIVE: To reappoint two members to the Parks and Recreation Advisory Board to four -year
terms expiring on December 31, 2023.
CONSIDERATIONS: This seven-member committee was created by guidelines established on
November 25, 1975 and confirmed by Ordinance No. 93-81 to advise the Board of County
Commissioners on any matters concerning acquisition, development and programs involving parks and
recreation facilities in Collier County. Membership consists of one member from the Immokalee
Community Park District, and six members from the Naples and Urban Area Community Park District.
Terms are 4 years. A list of the current membership is included in the backup.
Two seats on this committee representing the Naples and Urban Area Community Park District expired
on December 31, 2019. The vacancies were advertised and applications were received from the following:

NOTE: Term limits apply to the membership of this committee, per Code of Laws Sec. 98-28, Terms of
Office, which states: “…Thereafter, each appointment or reappointment shall be for a term of four years.
A member of the parks and recreation advisory board may be reappointed by the board of county
commissioners for one successive term…” This restriction is applicable to Ms. Gibson-Laemel, who has
served for 5 years, more than one full term, but does not currently apply to Mr. Fruth, who was originally
appointed only 9 months ago.
ATTENDANCE: During the past two years Ms. Gibson-Laemel has had five excused absences, and Mr.
Fruth has had perfect attendance since his appointment 9 months ago. Attendance records are included in
the backup.
COMMITTEE RECOMMENDATION: At their meeting on November 20, 2019, the committee voted
unanimously that Ms. Gibson-Laemel and Mr. Fruth should be reappointed to their seats on the
committee, to four-year terms expiring on December 31, 2023. The committee further requests that the
Board of County Commissioners waive any term limit restrictions which would prevent Ms. Gibson-
Laemel from continuing her volunteer service on this committee. A recommendation memo is included

FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Committee
