EXECUTIVE S UMMARY
Recommendation to award Invitation to Bid # 19-7652, Gillig Bus Parts, to Gillig, LLC, for the
supply of Original Equipment Manufacturer (“OEM”) and non-OEM parts to maintain and
repair the County’s bus fleet.
OBJECTIVE: To efficiently maintain County equipment through an approved network of vendors and
dealerships for parts and supplies.
CONSIDERATIONS: Collier County owns 28 Gillig transit buses that are maintained by the Fleet
Management Division. A readily available supply of OEM and other non-OEM parts are required on a
daily basis to maintain and repair those buses.
On October 3, 2019, the Procurement Services Division released notice of Invitation to Bid (“ITB”) #
19-7652 to 5,909 vendors for Gillig Bus Parts. Interested vendo rs downloaded forty-seven (47) bid
packages, and the County received three (3) bids by the November 4, 2019 deadline. The County
found Muncie Reclamation and Supply, Co. d/b/a Muncie Transit Supply and White Associates, Inc.,
non- responsive for failing t o submit requested forms via the online platform.
Staff recommends that the Board approves the bid award to Gillig, LLC (“Gillig”), as the OEM and
non-OEM parts supplier for maintenance and repair of the County’s Gillig bus fleet. Gillig provided
all line items and was responsive to all the County and grantor agency requirements.
Purchases will be made using either a County purchase order or credit card. Staff is requesting that
the Board approve the Award of ITB # 19 -7652 for three (3) years, with two (2) additional one (1) year
renewal options.
FISCAL IMPACT: Funds for repair parts and maintenance services are budgeted in the Fleet
Management Administration, Fund 521, operating budget. Historically, expenses for Gillig bus parts
have been an estimated $120,000 annually.
GROWTH MANAGEMENT IMPACT : No growth management impact will result from this action.
LEGAL CONSIDERATION: This item is approved as to form and legality and requires majority vote
for Board approval. -SRT
RECOMMENDATION: To Award Invitation to Bid #19 -7652, “Gillig Bus Parts,” to Gillig LLC. and
authorize the acquisition of parts from Gillig by issuing a Purchase Order or utilizing a County credit
card.
