EXECUTIVE SUMMARY
Recommendation to authorize a Budget Amendment to recognize carry forward interest earned for
the period July 2019 through September 2019 on advanced library funding received from the
Florida Department of State to support library services and equipment for the use of Collier
County residents (Net Fiscal Impact $4,502.88).
OBJECTIVE: To recognize interest earned on advanced library funding received from the Florida
Department of State.
CONSIDERATIONS: Each year the Collier County Public Library (CCPL) is awarded funds through
the State Aid to Library Grant. The most recent grant was approved by the Board of County
Commissioners (Board) on April 9, 2019 (Agenda Item #16D5). This grant requires the CCPL to provide
the public with free library services, including loaning library materials, providing reference and
information services.
Funds are advanced annually to Collier County and therefore accrue interest. Interest earnings may be
used at the discretion of the County and are reinvested back into the County’s Library System. Interest
earned through September 30, 2019, requires recognition of interest earnings in the amount of $4,502.88.
The State allows for the rollover of unexpended funds to future years until the funds are fully exhausted.
Staff is seeking Board of County Commissioners’ approval to appropriate this interest earned towards
expenditures in support of library services and equipment.
FISCAL IMPACT: A Budget Amendment is required to recognize carry forward in the amount of
$4,502.88 from accrued interest within Public Services Match Fund (710), Project 33360.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issues, and requires majority vote or approval. -JAK
