EXECUTIVE SUMMARY
Recommendation to authorize budget amendments for the Facilities Management Division in the
amount of $2,226,608.45 to fund three (3) Infrastructure Sales Surtax Projects under the HVAC,
Roofing, and Capital Equipment Replacement at Sheriff’s and County Facilities category. (Projects
50176, 50181, and 50182)
OBJECTIVE: To provide the necessary funding for three heating, ventilation, and air conditioning
(HVAC), Roofing, and Capital Equipment Replacement at Sheriff’s and County Facilit ies projects and to
authorize the necessary budget amendment.
CONSIDERATIONS: Voters approved an additional penny sales tax in November 2018. Collection of
the surtax began on January 1, 2019. Projects outlined in Exhibit A within County Ordinance 2018-21
are eligible to receive funding from the Surtax. Projects must also be compliant with Section 212.055(2),
Florida Statutes. In Exhibit A, there are 3 main categories of projects identified: Transportation Projects,
Facilities & Capital Replacements, and Community Priorities. The following three (3) projects are
identified within the Facilities & Capital Replacement category under line item HVAC, Roofing and
Capital Equipment Replacements at Sheriff’s & County Facilities and have been validated by the
Infrastructure Surtax Citizen’s Oversight Committee.
On September 4, 2019, agenda item 8.B.2., the Infrastructure Surtax Citizen’s Oversight Committee
validated the funding of $1,403,500 for the Immokalee Health Building HVAC and roof replacement
(Project 50176). The Immokalee Health Building was constructed in 1973 and has been remodeled and
upgraded several times throughout the years. The current HVAC systems is over twenty-five (25) years
old and needs replacement. The proposed new HVAC design will add additional capacity, zones, duct
system and controls to the building. In addition, a new roof system will be installed along with the
replacement of interior LED fixtures and ceiling grids & tiles due to construction.
On November 6, 2019, agenda item 8.B.1., the Infrastructure Surtax Citizen’s Oversight Committee
validated the funding of $550,000 for the Jail’s new hot water boiler system replacing the existing steam
boilers (Project 50182). This project encompasses the replacement of 3 steam boile rs and associated
piping specialties with new hot water boilers and storage tanks. The new system will include direct vent
flues and independent controls.
On November 6, 2019, agenda item 8.B.2., the Infrastructure Surtax Citizen’s Oversight Committee
validated the funding of $273,108.45 for the Jail’s Isolation Rooms HVAC improvements (Project
50181). The project includes the design and installation of an independent HVAC system with dedicated
Air Handling Unit and exhaust fan system with appropriate controls and monitors to provide 4 fully
compliant "Isolation Rooms" per the American Society of heating, Refrigerating, Air-Conditioning
Engineers (ASHRAE) 170-2013 and the 2017 Florida Building Code.
FISCAL IMPACT: Budget amendments are necessary to allocate funding from Infrastructure Sales Tax
Fund 318 Reserves to each of the following projects:
