EXECUTIVE SUMMARY
Recommendation to approve Agreement No. 4600004125 in the amount of $240,000 with the
South Florida Water Management District (SFWMD) for the Collier County Freedom Park
Stormwater Channel Improvement Project and authorize any necessary budget amendments.
OBJECTIVE: To approve Agreement No. 4600004125 with the South Florida Water Management
District (SFWMD) for the Collier County Freedom Park Stormwater Channel Improvement Project in
the amount of $240,000.
CONSIDERATIONS: On July 9, 2019 (Item 16.A.12), the Collier County Board of County
Commissioners approved the submittal of a grant application for $624,500 to the South Florida
Management District Big Cypress Basin Local Partnership Program for the Freedom Park Stormwater
Channel Improvement Project.
On October 24, 2019, the Big Cypress Basin Board of Directors approved a grant award of $240,000
toward the estimated total project cost of $1,850,000 (only $1,435,000 are eligible under this award).
The awarded funds will be used to financial assist in widening the ditch and adding spreader swales
into the treatment facility to improve water quality prior to stormwater entering the Gordon River.
FISCAL IMPACT: If the agreement is accepted, a budget amendment will be required to appropriate
funding, in the amount of $240,000 within GMD Grant Fund (711), Project 60102. A budget
amendment to provide the GMD local match, specific to the South Florida Water Management District
award in the amount of $ 1,195,050 will be required to transfer funds from Stormwater Capital Fund
(325) to GMD Grant Match Fund (712), Project 60102. The preliminary estimated cost of the project
is $1,850,000, which includes CEI and contingency which are not included in the calculation of the
required grant match. The final bid award will be presented to the Board for approval prior to
construction.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority
vote for Board action. - JAB
RECOMMENDATION: To approve Agreement No. 4600004125 with the South Florida Water
Management District (SFWMD) for the Collier County Freedom Park Stormwater Channel
Improvement Project and authorize any necessary budget amendments.
