The work is specified in the proposal dated October 9, 2019,which is attached hereto and made a part
of this Work Order. In accordance with Terms and Conditions of the Agreement referenced above,this
Work Order/Purchase Order is assigned to: Bonness, Inc.
Scope of Work: As detailed in the attached proposal and the following:

Schedule of Work: Complete work within 120 days from the date of the Notice to Proceed which is
accompanying this Work Order. The Consultant agrees that any Work Order that extends beyond the
expiration date of Agreement# 16-6663 will survive and remain subject to the terms and conditions of

An analysis of the bid prices for the subject Project has been conducted and found to be
competitive, fair and reasonable. The apparent low bidder is Bonness, Inc.
We received bids from three (3) separate contractors, Ajax Paving sent an email stating that they
would not be able to bid this time. The difference between the low bid and the second lowest bid
was approximately$228,430 or approximately 29.6 % lower. The apparent low bidder was almost
$10,823 more than the Engineer's Cost Estimate. The project was designed by the In-House
Design Team.
Most of the bid items submitted by the apparent low bidder were, in general, consistent with those
of the Engineer's estimate.
The low bidder's total bid of $542,559.48 was approximately 2.0% higher than the Engineer's
estimate of $531,736.21. Therefore, we recommend this project be awarded to the lowest
qualified and responsive bidder, Bonness, Inc., Inc.
