Project No. 60168 October 31, 2019 PART 1: OVERVIEW The CONSULTANT has been requested and retained to provide additional engineering services associated with Collier County Project No. 60168, Vanderbilt Beach Road Extension from Collier Boulevard to 16th Street N.E. Change Order No. 3 is required to provide funding for the scope of work additions requested by the Collier County Growth Management Department, Transportation Engineering Division, required to modify the Vanderbilt Beach Road Extension (VBRX) Project to conform with the various modifications reviewed and approved by the Collier County Board of County Commissioners (BOCC) as well as some various scope addition/deletions. This Scope of Services includes the design, permitting and preparation of construction plans, quantities, estimates and specifications necessary for the construction of the associated Vanderbilt Beach Road Extension improvements. The project, including the services added as part of this Change Order No. 3 will be compiled as one (1) project for design, bidding and construction services. This Change Order provides for the CONSULTANT'S services to be modified to add the following Scope of Services to Collier County Project No. 60168. The following CONSULTANT Services are considered"Additional Services" to the original contract: 1 6 A 4 PART 2:SCOPE OF WORK TASK 1: VBRX Alternative "A" Realignment The Collier County Board of County Commissioners (BOCC) determined that a 2-mile segment of the proposed Vanderbilt Beach Road Extension, from Massey Street to 15th Street NW, should be realigned to provide additional safety, aesthetic and mitigation benefits to the traveling public and adjacent landowners based on input from project stakeholders. This alignment modification included re-design of approximately 2 miles of roadway, relocation and widening of approximately 10,000 lineal feet of the Cypress Canal, provisions for a frontage road between Massey Street and Greyhawk Trail, Greyhawk Development Entrance Site Modifications removal of 2 bridges crossing the Cypress Canal, removal of the seven (7) Side Street Connections to VBRX, and the associated Environmental, Survey, Geotechnical and Permitting services. Additional Services will include the following: • Alignment Changes: The 2-mile section of VBRX will be realigned to conform to the changes evaluated and approved by the BOCC. These changes shall be incorporated into the 30%, 60%, 90% and 100% Plan Submittals for the Project. Alignment changes will require modifications to Roadway Plans (Plan/Profile, Typical Sections), Cross Sections, Signing and Marking Plans, Maintenance of Traffic, Quantities, Estimates, QA/QC. Provisions will he made (Underground conduit only) for a potential Traffic Signal at the VBRX and Massey Street Intersection. Associated Survey needs are included in these services. • Cypress Canal Relocation: The Cypress Canal will be relocated from Massey Street to I5`h St.NW; a distance of approximately 10,000 linear feet. The relocated Cypress Canal will include a wider typical section to help store and convey stormwater. Coordination with SFWMD will be required to obtain approval for alignment and typical section. Canal slopes and banks will be designed to provide access for maintenance vehicles. Relocated Canal Design will be included in Plan Sheets. Details, Cross Sections, Quantities and Estimates. Associated Survey and Geotechnical needs are included in these services. • Drainage On-site/Off-site Design (Ponds. Swales, Routings, Calculations): The relocated alignment will require modifications to the On-site and Off-site Drainage Design. On-site drainage will be routed to redesigned wet and dry detention ponds and swales. Off-site drainage will be redirected appropriately and/or collected and routed to the relocated Cypress Canal. Associated services include Drainage Plans (Ponds, Swales, Ditches, Control Structures), Drainage Structure Sheets, Drainage Areas, Treatment, Routing, Staging and Conveyance Calculations. • SFWMD Weir Coordination: The relocation of the Cypress Canal will require the relocation of the existing SFWMD-BCB Cypress 1 Canal Weir(Weir). Meetings with the SFWMD resulted in them moving the planned reconstruction of the existing Weir into their current capital program. The new weir will be constructed (by others) prior to or in conjunction with the VBRX Project. Services include meetings and coordination of plans and schedule, evaluating various locations for adherence to SFWMD requirements, evaluating typical section and side slope options, reviewing off-site flows into weir settling areas to avoid turbulent discharge, reviewing SFWMD Weir Plans for conformance. CA0 1 6A4 • Environmental Field Services: The realignment of the segment of VBRX from Massey Street to 15th Street, as well as the relocation of 10,000 linear feet of the Cypress Canal will require coordination with various Environmental Reviewing Agencies, additional environmental field reviews in the affected areas (upland, wetland, T&E Species), including mapping and shovel tests, determination of FLUCCS Codes, scoring of vegetative (upland and wetland) impacts and calculation of environmental impacts caused by the modifications for Permit Analysis. • Permitting Services (SFWMD ERP, ACOE, SFWMD ROW): Project modifications to the VBRX alignment and relocation of the Cypress Canal will require modifications to the Projects Environmental Resource Permit (ERP) and Permit Plans, ACOE Permit and Permit Plans and SFWMD ROW Plans and Permit(s). Permit documents (Applications and Reports)will require modification to update data, tables and mitigation requirements. • Frontage Road Design: As a result of input from project stakeholders during various VBRX public involvement activities, the BOCC determined that the existing 2-lane section of VBR from Massey Street to Douglas Street(0.50 miles) should be retained as a frontage road. The County has requested that the Consultant retain/realign (as necessary)the existing section of roadway to conform to the VBRX "Alignment A" changes evaluated and approved by the BOCC. These changes shall be incorporated into the 30%, 60%, 90%and 100% Plan Submittals for the Project. Alignment changes will require modifications to Roadway Plans (Plan/Profile,Typical Sections), Cross Sections, Signing and Marking Plans, Maintenance of Traffic, Quantities, Estimates, QA/QC. Associated Survey needs are included in these services. • Grey Hawk Entrance Site Design: The relocation of the Cypress Canal will require modifications to the entrance of the Greyhawk development to provide access to VBRX and continuous access along the frontage road. In addition, consideration of the developments off-site drainage discharge facilities will need to be incorporated into the design. The new entrance site design will be included in Plan Sheets, Intersection Details, Signing and Marking Plans, Maintenance of Traffic, Quantities and Estimates. Associated Survey needs are included in these services. Note: The alignment modification and relocation of the Cypress Canal also resulted in the following scope of work deletion(s). • Bridge No. 1: The relocation of the Cypress Canal between Massey Street and 15th Street NW resulted in Bridge Crossing No. 1 (Cypress Canal 1) not being required. Therefore, due to the scope reduction, the Design Fees (Lump Sum) associated with the Final Design (65% - 100%) of Bridge 1 are being credited back to the project. • Bridge No. 2: The relocation of the Cypress Canal between Massey Street and 15th Street NW resulted in Bridge Crossing No. 2 (Cypress Canal 2) not being required. Therefore, due to the scope reduction, the Design Fees (Lump Sum) associated with the Final Design (65% - 100%) of Bridge 2 are being credited back to the project. 1 6 A 4 • Frontage Road/Side Street Connections: As a result of input from project stakeholders during numerous VBRX public involvement activities, the BOCC directed staff to eliminate the seven (7) side street connections to VBRX. Therefore, due to the scope reduction, the Design Fees (Lump Sum) associated with the Final Design (60% - 100%) of the side street connections are being credited back to the project. TASK 2: I3ridge(s) No. 3, 4 & 5 (SFWMD DHW & Vert. Clearance Changes) Based on updated SFWMD criteria, the designs of Bridge No. 3 (Curry Canal Crossing), Bridge No. 4 (Corkscrew Canal Crossing) and Bridge No. 5 (Orange Canal Crossing) will need to be modified to accommodate the new SFWMD-BCB criteria regarding vertical clearances (Curry and Corkscrew) and new Design High Water elevations (Curry, Corkscrew, Orange) being implemented by SFWMD. Additional Services will include the following: • Bridge 3 (Curry Canal Crossing): The Curry Canal Bridge Design will be modified to reflect new vertical clearance requirements (4 ft vs. 2 ft) and a new Design High Water elevation being implemented by SFWMD. Bridge Plans, Details. Quantities and Estimates will be modified to reflect the new parameters. The Vertical Profile of VBRX will be modified in the area of the canal crossing to accommodate the new elevations. • Bridge 4 (Corkscrew Canal Crossing): The Corkscrew Canal Bridge Design will be modified to reflect new vertical clearance requirements (4 ft vs. 2 ft) and a new Design High Water elevation being implemented by SFWMD. Bridge Plans, Details, Quantities and Estimates will be modified to reflect the new parameters. The Vertical Profile of VBRX will be modified in the area of the canal crossing to accommodate the new elevations. • Bridge 5 (Orange Canal Crossing): The Orange Canal Bridge Design will be modified to reflect the new Design High Water(DHW) elevation being implemented by SFWMD. Bridge Plans, Details, Quantities and Estimates will be modified to reflect the new parameters. The Vertical Profile of VBRX will be modified in the area of the canal crossing to accommodate the new elevation. • Bridge Development Report: The VBR Bridge Development Report will be modified to reflect the changes to the three (3) new bridges and to evaluate the current alternatives for Bridge Type and configuration. Alternatives evaluated will be documented and recommendations made for Final Bridge Design. The Phasing of Bridge No. 5 (Orange Canal Crossing)will be considered during the evaluation. • Bridge Hydraulics Report: The VBR Bridge Hydraulics Report(s)will be modified to reflect the changes to the three (3) new bridges. The individual canals Design High Water and individual bridges pier/abutment configuration (spacing) will be updated and incorporated into the Bridge Hydraulics Report(s) and Plan Sheet(s). Gt'o 16A4 TASK 3: Massey Street Design As a result of input from project stakeholders during various VBRX public involvement activities, the County has requested that the Consultant incorporate the design of Massey Street from Vanderbilt Beach Road to Trce Farm Road into the VBRX Project. The existing Contract provided language regarding this potential addition. Contract No. 06-4000, Contract Amendment No. 1, Section 2 —Project Description, Sub-Section 2.1 states that: "The Design of Massey Street from Vanderbilt Beach Road to Tree Farm Road—a distance of approximately 1.0 mile, may be added to the Scope of Services as Additional Services at the discretion of the County". Additional Services will include the following: • Design: The I-mile section of Massey Street will be designed utilizing a 2-Lane Urban Typical Section with (2) 11-foot lanes and an 8-10 foot shared-use pathway along the west side of the alignment. This design shall be incorporated into the 30%, 60%, 90%and 100% Plan Submittals for the Project. Design Plans will include: Roadway Plans (Plan/Profile, Typical Sections), Cross Sections, Drainage Plans (Drainage Structure Sheets and Details), Signing and Marking Plans, Maintenance of Traffic, Quantities, Estimates, QA/QC. Associated Environmental, Survey and Geotechnical needs are included in these services. Note: It is anticipated/assumed that the drainage system will be designed as a closed drainage system with direct discharge into the Cypress Canal. Due to limited available ROW, ponds(Dry/Wet)will not be utilized to retain and treat stormwater. The VBRX Project will "over compensate" in other areas of the Project to balance the limited treatment and limited attenuation of Massey Street stormwater run-off. This concept has been discussed with SFWMD who has concurred with the approach. Changes to this approach resulting from Agency review comments will be considered Additional Services. • Permitting Services (SFWMD ERP,ACOE, SFWMD ROW): The addition of Massey Street to the Project will require modifications to the Projects Environmental Resource Permit(ERP) and Permit Plans, ACOE Permit and Permit Plans and SFWMD ROW Plans and Permit(s). Permit documents(Applications and Reports)will require modification to update data,tables and mitigation requirements. • Public Involvement: The integration of Massey Street into the VBRX Project will require significant public involvement to convey project intent, gather and incorporate public input and garner public support. Meetings with residents along Massey Street and within the Vanderbilt Country Club is anticipated. Services include preparation (exhibits, typical sections, etc) for and attendance at meetings. cAo 16A4 TASK 4: Archaeological and Historical Survey As part of the Permit Review Process coordination, the State Historic Preservation Office (SHPO) made a determination that the field services previously performed during the original 60%Design Phase would need to be updated based on new requirements (increase occurrence of shovel tests and analysis) and the age of the previous survey. The existing Contract provided language regarding this potential addition. Contract No. 06-4000, Contract Amendment No. 1, Section 2—Project Description, Sub-Section 2.15 states that: "The CONSULTANT will provide the COUNTY with the results of the previous Archeological Survey and include the recommendations in the project design and permitting. No new surveys are anticipated. If new surveys are required they will be considered Additional Services". Additional Services will include the following: • Literature and Archival Review: Will be performed of existing data within the project area to determine if any additional Archaeological or Historical findings were documented within the Project area. • Field Reviews: Will he performed within the project area which adhere to the current SHPO requirements. The field survey will incorporate the use of certain predictive archaeological site models based on topographic and vegetative attributes of the parcel, and a determination of high, medium and low probability zones(HPZ, MPZ, and LPZ). o Note: The majority of the linear project area is considered low probability and will be tested (shovel tests)at 100 meter(m) intervals. The HPZ and MPZ areas will he subjected to systematic subsurface testing at 25 m and 50 m intervals, respectively. • Data Analysis: Recovered samples will be catalogued and quantified. Results will be included in Final Report • Report Preparation: A report will be prepared which includes a description of methodology, results and recommendations. NOTE: Geotechnical: In soils, foundation. groundwater. and other subsurface investigations, the actual characteristics may vary significantly between successive test points and sample intervals and at locations other than where observations, exploration, and investigations have been made. Because of the inherent uncertainties in subsurface evaluations, changed or unanticipated underground conditions may occur that could affect total project cost and/or execution. These existing underground site conditions and cost/execution effects are beyond the control/responsibility of the Consultant. Consultant will make County aware of such conditions if encountered and provide recommendations to remedy. 16A Engineers Cost Opinions: In providing opinions of cost, financial analyses, economic feasibility projections, and schedules for the PROJECT, ENGINEER has no control over cost or price of labor and materials; unknown or latent conditions of existing equipment or structures that may affect operation or maintenance costs; competitive bidding procedures and market conditions; time or quality of performance by operating personnel or third parties; and other economic and operational factors that may materially affect the ultimate PROJECT cost or schedule. Therefore, ENGINEER makes no warranty that COUNTY's actual PROJECT costs, financial aspects, economic feasibility, or schedules will not vary from ENGINEER's opinions, analyses, projections, or estimates. Data Gathering/Data Usage: Engineer will reasonably rely upon the accuracy, and completeness of the information/data provided by the County or other third parties. Contract Terms and Conditions: The terms of Contract 06-4000: Amendment No. l will govern the work. PART 3: PROJECT SCHEDULE: Overall Project Schedule: • Services included as part of Change Order No. l will be delivered in conjunction with the overall project schedule for Project No. 60168 PART 4: EXCLUSIONS: The following tasks are not included in the Scope of Work for this Change Order: 1) Services other than those specifically listed above. 2) Services requiring more effort than that listed in the Fee Schedule.
