EXECUTIVE SUMMARY
Recommendation to authorize electronic execution of the FY19 Section 5339 grant award from the
Federal Transit Administration (FTA) in the Transit Award Management System (TrAMS) and
authorize a Budget Amendment in the amount of $372,752 for the construction of a bus transfer
facility in Immokalee and rehabilitating existing fixed-route vehicles.
OBJECTIVE: To obtain grant funds for the management of the Collier Area Transit (CAT) System.
CONSIDERATIONS: On June 25, 2019, the Board of County Commissioners (Board) authorized the
submittal of a grant application for the FTA 49, U.S.C 5339 FY19 grant funds in the amount of $372,752
for the construction of a bus transfer facility in Immokalee and to rebuild engines and/or transmissions on
three (3) or more fixed route vehicles that have met their useful life. The grant requires a twenty percent
(20%) match for capital grant funds. Collier County requested and received approval from the Florida
Department of Transportation (FDOT) for the use of Transportation Development Credits as a soft match
for the grant in the amount of $93,188.
On November 8, 2019, Collier County received notification of award from FTA. Following, Board
approval, execution of the award is processed through TrAMS by the Public Services Department Head,
who serves as the Board’s appointed designee.
FISCAL IMPACT: A Budget Amendment is required in the amount of $372,752 to recognize grant
revenue to CAT Grant Fund (424) Project 33664. Collier County has received approval from the FDOT
for the use of $93,188 in Transportation Development Credits as a soft match in FY20 Capital Grant
Funds.
The total estimated cost of the transfer facility is $1,700,000. Collier County was awarded a TIGER grant
in FY18 which $659,250 from is allocated to fund the transfer facility. In addition to the TIGER award,
$161,757 of the FY17 FTA 5307 grant has been allocated to the construction of the transfer facility.
GROWTH MANAGEMENT IMPACT: This Item supports the goals and objectives of the
Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority vote
for Board approval. -JAB
RECOMMENDATION: To authorize the electronic execution of the grant award for the FY19 5339
grant funds in the amount of $372,752 through the FTA Transit Award Management System and
authorize the necessary Budget Amendment.
