EXECUTIVE SUMMARY
Recommendation to appoint a member to the Infrastructure Surtax Citizen Oversight Committee.
OBJECTIVE: To appoint a resident of Commission District 1 to the Infrastructure Surtax Citizen
Oversight Committee, to fill the remainder of a vacant term expiring on January 12, 2021.
CONSIDERATIONS: This ad hoc committee was created by Ordinance No. 2018-21, for the purpose
of providing for citizen review of the expenditure of the surtax proceeds by the County. Membership is
composed of seven regular members (one resident from each of the five Commission districts and two
members at-large) and two alternate members. Members should have financial or business management
backgrounds and experience, and may not be elected officials or current government employees. Terms
are two years. A list of the current membership is included in the backup.
Mr. Jacob Winge, representing Commission District 1, resigned on July 16, 2019. The vacancy was
advertised, and the following applications were newly submitted, or reviewed from the initial group of
applicants:

COMMITTEE RECOMMENDATION: On November 6, 2019 the committee met and reviewed the
applications, and in lieu of making a recommendation, requests that the Board of County Commissioners
choose directly from among the applicants. Commissioner Donna Fiala (District 1) has nominated Jeffrey
Lutz for appointment. With respect to this Committee, Commissioner nominations are non -binding on the
Board, and are equivalent to a motion to approve. A nomination email is included in the backup.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners considers the nomination for
appointment, appoints Jeffrey Lutz to fill the remainder of the unexpired term representing District 1, and
directs the County Attorney to prepare a resolution confirming the appointment.

This ad hoc committee was created by Ordinance No. 2018-21, for the purpose of providing for
citizen review of the expenditure of the surtax proceeds by the County. Membership is composed
of seven regular members (one resident from each of the five Commission districts and two
members at-large) and two alternate members. Members should have financial or business
management backgrounds and experience, and may not be elected officials or current
government employees. Initial terms for at-large members shall be one year, and the remainder
of the at-large terms, and all district seat terms and alternate terms, shall be two years.
Thereafter, all terms are two years.
This committee shall sunset on December 31, 2025, or if all surtax proceeds are expended prior
to that date, within two months of the final expenditure of all the surtax proceeds collected by the
County.
