Agenda 12/10/2019 Item #16D16 (SHIP Mortgage Satisfactions)12/10/2019 EXECUTIVE SUMMARY Recommendation to approve two (2) mortgage satisfactions for the State Housing Initiatives Partnership (SHIP) loan program in the amount of $40,500 and approve an associated Budget Amendment. OBJECTIVE: To support the affordability of housing in Collier County through the State Housing Initiatives Partnership (SHIP) down payment, emergency repair, and/or rehabilitation assistance programs. CONSIDERATIONS: SHIP, a state affordable housing program, provides assistance to income - qualified and first-time home buyers for a portion of the required down payment for a newly acquired property. As a condition of the award, the homeowner must repay the assistance provided upon sale, refinance, failure to maintain the property as a primary residence, or loss of homestead exemption. The following table provides details regarding the associated mortgages that have been repaid. FISCAL IMPACT: The repaid amount of $40,500 satisfies the mortgages due as a result of the recapture provision as noted above. These repayments are considered program income and have been deposited in SHIP Grant Fund (791), Project 33613. Deposited funds will be used for SHIP eligible activities. The Budget Amendments recognize $40,500 in program income, of which five percent (5%) will be used as Administrative funds. Recording fees of $10 per Satisfaction of Mortgage have been paid by the parties. GROWTH MANAGEMENT IMPACT: The SHIP Program furthers the goals and objectives of the Housing Element of the Growth Management Plan. (Total anticipated fiscal impact of $2,672,655.90 with a Federal share of $1,655,424.80, State share of $166,365.60, and Local match of $850,865.50). OBJECTIVE: To provide ongoing support public transit operations for the residents of Collier County. CONSIDERATIONS: Pursuant to 49 U.S.C. the Federal Transit Administration (FTA) programs 5310, 5311 and 5339 enables Collier County, a designated Community Transportation Coordinator and provider of mass transportation to the elderly, individuals with disabilities, and those residing in non-urbanized areas throughout the County, to apply for annual funding to support these Collier County residents. There are three grant applications required to support these services; FTA 5310 for replacement of vehicles and equipment, FTA 5311 for mass transit in non-urban areas and FTA 5399 provides capital funding for buses and bus facilities. FTA Section 5310 Grant Request The 5310 capital grant application request supports the Collier Area Paratransit Program to purchase replacement vehicles, not to increase the overall fleet, and provide ongoing transportation services to the elderly and disabled residents of Collier County. The funding and match requirements are outlined in the chart below. FTA Section 5311 Grant Request The 5311 operation grant application request is essential to continue the existing level of service being provided for the non-urbanized areas of the County. The 5311 grant helps fund six (6) non- urbanized/rural routes: Routes 19 and 28 (providing transportation to and from the Immokalee area to the Intermodal Transfer Station), Route 121 (providing early morning and late evening express service between Immokalee and Marco Island), Routes 22 and Route 23 (providing a circulator within the rural Immokalee community), and Route 24 (providing transportation to and from the Charlee Estates area to the Intermodal Transfer Station). This service will continue to provide access to employment for rural area residents. The funding and match requirements are outlined in the chart below. FTA Section 5339 Grant Request The 5339 bus and bus facilities grant program provides capital funding to replace, rehabilitate, and purchase buses, vans, and related equipment, as well as, construct bus-related facilities in the non- urbanized areas. This capital grant requires and 80% Federal share with a 20% State share. The 5339 capital grant application is for $600,000 and would be used to construct a bus related facility, in Immokalee, consisting of: sawtooth bays for the buses to pull into off the street; canopy cover for the sheltered transfer of passengers; waiting platform with benches, trash receptacles; vending machines; restroom facilities for drivers; and cover for passengers. The site would be secured with fencing and space to store recovery vehicles and overnight bus storage. The project aligns with the CAT’s Transportation Development Plan which recommends the upgrade of existing transfer points. The funding a nd match requirements are outlined in the chart below. PTNE will be presenting the grant applications to MPO Local Coordinating Board on December 4th for their endorsement.
