12/10/2019 EXECUTIVE SUMMARY Recommendation to approve and authorize the Chairman to sign the Fourth Amendment with LeeCorp Homes Inc., to increase funding by $23,000.00 for the administration of the State Housing Initiatives Partnership (SHIP) Demolition and/or Replacement of Manufactured Housing Program. OBJECTIVE: To continue to promote affordable housing strategies for low- to moderate-income persons through SHIP. CONSIDERATIONS: The William E. Sadowski Affordable Housing Act provides funding to local communities to promote and advance affordable housing initiatives. Funds are generated through documentary stamp tax on real estate transactions. Under the SHIP Program, Collier County and the City of Naples receive funds from the State of Florida through the Flo rida Housing Finance Corporation to undertake eligible activities. On May 8, 2018, item 16.D.8, the Board approved the Agreement with LeeCorp Homes Inc., (LeeCorp) for the demolition and replacement of site-built manufactured housing. The strategy allows the County to use SHIP funds for the demolition and/or replacement of manufactured/mobile housing. The first amendment was approved on August 14, 2018, Item 16.D.2. The amendment included additional terminology, added agreement language, and clarified allowable expenditures. The second amendment was approved on October 23, 2018, Item 16.D.5. The amendment included additional terminology, increased funding, and added additional allowable activities. The third amendment was approved on April 9, 2019, Item 16.D.8. The amendment included an additional available model, allow for partial payments for eligible activities, and corrected the period of Financial and Compliance Reporting. The fourth amendment for LeeCorp includes the following: 1. Increase funding for Fiscal Year 2018/2019 in the amount of $23,000 to complete a housing unit for a Hurricane Irma disaster victim FISCAL IMPACT: The proposed action has no new Fiscal Impact. The funding source for this grant is the Florida Housing Finance Corporation. The amended additional amount of $23,000.00 is available within the SHIP Grant Fund 791, Project 33569. LEGAL CONSIDERATIONS: This item has been approved for form and legality and requires a majority vote for Board approval. - JAB GROWTH MANAGEMENT IMPACT: Approval of the amendment will facilitate the County’s goal to expand affordable housing for its citizens and further the goals of the Housing Element of the Collier County Growth Management Plan. RECOMMENDATION: To approve and authorize the Chairman to sign the Fourth Amendment with LeeCorp Homes Inc., to increase funding by $23,000.00 for the administration of the SHIP Demolition and/or Replacement of Manufactured Housing Program.
