Agenda 12/10/2019 Item #16C 8 (Contract #14-6213/134 - Haskins, Inc.)12/10/2019 EXECUTIVE SUMMARY Recommendation to approve a $708,665 work order to Haskins, Inc., under Request for Quotation 14-6213-134 for Underground Utility Contracting Services for "Village Walk Wastewater System Modifications," Project Number 70250. OBJECTIVE: To bring outdated utility infrastructure into compliance with current standards while meeting the demand for service, protecting public health and safety, and providing proactive environmental protections. CONSIDERATIONS: The proposed scope of work is consistent with Project 70046, “Wastewater Pump Station TSP,” approved by the Board on September 19, 2019. The Village Walk and Bermuda Isles developments, located on the southeast corner of the intersection of Livingston Road and Vanderbilt Beach Road, are comprised of six pump stations (152.00, 152.01, 152.02, 152.03, 152.04 and 152.05) that serve local gravity sewer systems. Pump station (“PS”) 152.00 serves as a community pump station for the two developments and discharges into a 16-inch force main that runs along the south side of Vanderbilt Beach Road. The service area of PS 152.00 contains 861 service accounts as well as commercial parcels that include clubhouses with community pools and tennis courts. The primary goal of this project is to eliminate PS 152.00 from the system by installing an eight-inch force main, allowing wastewater flow to bypass PS 152.00 thereby conveying wastewater to community pump station 152.02. PS 152.02 wastewater pumps require an upgrade to 25 horsepower to maintain t he capacity; however, the installation of variable frequency drives will allow the station to operate at reduced speeds, which reduces pump wear and power cost. The confined space valve vault will be eliminated by moving piping and appurtenances above grade. In accordance with Collier County utility standards, this project provides connectivity at PS 152.02 for a standby diesel pump for operational storm resiliency. Staff is procuring the diesel pump separately resulting in a sales tax savings of approximately $5,500. The condition of PS 152.00 and PS 152.02 have regressed to “Red: Level 3 - Risked Compliance” as reported to the Board at the October 1, 2013 Asset Assessment and Management Workshop. The Procurement Services Division electronically distributed Request for Quotation # 14-6213-13, “Village Walk Wastewater System Modifications,” on September 19, 2019, to the six vendors under the Fixed-Term Underground Utilities Contract No. 14-6213. Four of those contractors submitted quotations by the October 8, 2019, deadline. The quotations are summarized below. Did Not Quote 16.C.8 Packet Pg. 2124 12/10/2019 Staff reviewed the quotations and determined Quality Enterprises USA, Inc., to be the lowest qualified and responsive bidder; however, Quality Enterprises withdrew from the project stating an error with its material prices being saved incorrectly in its system. With Quality Enterprises’ withdrawal, staff recommends awarding this project to the next lowest bidder, Haskins, Inc. (“Haskins”) The quotes received were approximately 78 percent above the engineer’s cost estimate. The engineer of record, Johnson Engineering, Inc., (“Johnson”) explains in their bid evaluation letter (Attachment 4) that the discrepancy is due to market-based price increases, seasonal market pressure and differences in electrical components that were not adequately accounted for. Johnson also notes that the three responsive bids were consistent in pricing, as demonstrated in the quote tabulation and graph, Attachments 1 and 2, respectively. The Procurement Services Division concluded that bidding was competitive and representative of market conditions. Johnson also recommends award of this work order to Haskins. Haskins has a satisfactory performance and warranty record on other similar county utility-related construction projects. The bid specifications informed the bidders there may be unforeseen conditions associated with the project. The project cost includes an allowance of $37,000 for owner -directed work due to unforeseen corrosive or geological conditions that include, but are not limited to, repairs due to structural deterioration, and/or replacement of defective mechanical equipment and deficient electrical components. Subject to the Purchasing Ordinance, staff will negotiate a price for any additional work due to unforeseen conditions prior to the start of any work. FISCAL IMPACT: The source of funding is Wastewater User Fees Capital Fund (414). A budget amendment in the amount of $850,000 is required to reallocate funds within the Wastewater User Fee Capital Fund (414) to cover the construction cost ($708,665), Engineer of Record construction services (estimated $56,000) and diesel pump and miscellaneous supplies purchase (estimated $85,335). The project is expected to be completed in 2020. Because a pump station will be eliminated with this pr oject, operating costs are expected to decrease. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. -SRT GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities. RECOMMENDATION: That the Board of County Commissioners, Ex-officio Governing Board of the Collier County Water-Sewer District, approve a $708,665 work order under Request For Quotation 14- 6213-134, “Village Walk Wastewater System Modifications,” (Project No. 70250) to Haskins, Inc., authorize the necessary budget amendments, and authorize the Chairman to sign the attached Work Order. Dear Ms. Trtan: The bid opening for the above-referenced project took place on Tuesday, October 8th, 2019 at 3:00 p.m. Collier County received four responsive bids for this project. Quality Enterprises has been allowed to withdraw their bid, leaving three responsive bids for this project. No errors were discovered. The results show Haskins, Inc. as the low bidder. For comparison purposes, Johnson Engineering provided Collier County with an Opinion of Probable Construction Cost (OPC) in the amount of $398,700 for the project. Johnson Engineering acknowledges that the OPC provided to the County was approximately 78% lower than the lowest responsive bid received. The discrepancy between the OPC and bids received is evident in Item No. 3. Lift Station 152.02 Upgrades. For clarification, we offer that our OPC was developed using bid results for Collier County projects 16-6652 Rehabilitation of Duplex Wastewater Pump Stations Group 1 and 16-6659 Wastewater Basin 306 Duplex Stations Group 2. These projects are similar in scope to the Village Walk project with respect to lift station rehabilitation. December 2, 2019 Page 2 of 2 rehabilitations for these comparison projects ranged between approximately $170,000 and $525,000, with most station rehabilitations costing approximately $250,000 (see attached). Upon further review, we believe the discrepancy is due to the following: • Market-based price increases that occurred between bidding of the comparison projects and this project. • Electrical component differences between the comparison projects and this project were not adequately accounted for. These changes increase material costs. For example, the comparison projects utilized off-the-shelf Data Flow Systems components for the control panel and SCADA. Pump Station 152.02 will utilize a programmable logic controller (PLC) and supporting hardware that increases the material cost for the control panel. • Market pressures may have increased costs as we approach the end of the year. Different types of work may experience unique pricing pressures based on labor demands. In general, it is difficult to identify pricing pressures except through the bid process. The contribution of market pricing pressures to the discrepancy is difficult to quantify but may be a contributing factor. We note that the three responsive bids for this project are consistent in pricing. This is evidence that the County has received competitive market pricing for this project. It is unlikely that lower bids would be received if the County were to re-advertise this project. In our opinion, Haskins, Inc. appears to be a reasonable and responsive bid. Subject to concurrence with the County’s Purchasing and Contracts Administration Division, we believe selection of Haskins, Inc. by Collier County for the intended work contained within the bid documents would be an appropriate choice.
