Agenda 12/10/2019 Item #16C 1 (Contract #14-6198 Phase II)12/10/2019 EXECUTIVE SUMMARY Recommendation to approve a Budget Amendment in the amount of $500,000 in order to execute phase II of contract #14-6198, “Design and Support Services for the CC Landfill Leachate Deep Injection Well,” Project Number 70219 OBJECTIVE: To put in place adequate funding for Post Design/Construction Administration services for the planned leachate deep injection well (DIW) at the Collier County Landfill in order to provide a compliant, safe, reliable and cost-effective means to dispose of leachate. CONSIDERATIONS: The Collier County Landfill is a 310.97-acre Class-I solid waste management facility that accepts incoming solid waste six days per week. Leachate produced in the landfill disposal cells is collected via the landfill leachate collection system and transferred to a pump station. The leachate is then pumped to the sanitary sewer collection system flowing to South County Water Reclamation Facility for treatment and disposal. The county is responsible for the management and disposal of leachate from the pump station. Although the current leachate disposal system is safe and compliant, there is no redundancy; therefore, it is not a long-term solution for the county’s leachate disposal needs. The deep injection well disposal method will provide a long- term, fully compliant, safe, reliable and cost-effective disposal strategy to manage leachate on-site. Contract 14-6198 “Design and Support Services for the CC Landfill Leachate DIW,” was awarded by the Board of County Commissioners (BCC) on July 8, 2014. Phase I (completed) of the contract was for design and permitting services for a deep injection well. The BCC awarded construction of the DIW on October 8, 2019 and Solid Waste is prepared to execute phase II of this contract with the f ollowing scope of services: • Construction Administration • Pre-construction meeting • Construction Permitting - Florida Department of Environmental Protection (FDEP) • Hydrogeologic testing services • Engineering Field Services including Submittal review, meetings, and close-out documentation. FISCAL IMPACT: The source of funding is Solid Waste Capital Fund (474). A budget amendment in the amount of $500,000 is required to reallocate funding from Project 59024, Hammerhead Program to Project 70219, Landfill DIW. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this budget amendment. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues, and requires majority vote for approval. -JAK RECOMMENDATION: That the Board of County Commissioners authorizes a Budget Amendment in the amount of $500,000 to execute phase II of Contract 14-6198 “Design and Support Services for the CC Landfill Leachate DIW” Project Number 70219.
