Agenda 12/10/2019 Item #14B 1 (Contract #7509 Amend #2 - Cultural Planning Group)12/10/2019 EXECUTIVE SUMMARY Recommendation to approve the Second Amendment to Agreement # 19-7509 between Cultural Planning Group, LLC and Collier County to increase consulting fees and reimbursable expenses in an amount not to exceed $45,950 for completion of a Public Arts Master Plan for the Bayshore Gateway Triangle Community Redevelopment Area. OBJECTIVE: Approval of Amendment # 2 to the Arts & Culture Strategic Plan with Cultural Planning Group, LLC (CPG) to increase consulting fees and reimbursable travel expenses for completion of a Public Arts Master Plan for the Bayshore Gateway Triangle Community Redevelopment Area (BGTCRA). CONSIDERATIONS: Collier County selected and subsequently entered into an Agreement with Cultural Planning Group, LLC on May 14, 2019 through a County Procurement Division RFP process to develop and produce a Strategic Plan for Arts & Culture in Collier County for a total not to exceed cost of $100,981. The First Amendment to the Agreement was approved at the November 12, 2019 BCC meeting to increase travel expenses in an amount of $4,326, bringing the total contract amount to $105,306.52. This Amendment was based on a request from the Tourism Division with a recommendation from the Tourist Development Council. This Second Amendment is requested by CRA Staff, with a recommendation from the CRA Advisory Board, to proceed with a Public Arts Master Plan for the BGTCRA. At the April 3, 2018 annual meeting of the Community Redevelopment Agency (CRA) Board and the Local Redevelopment Planning Advisory Board, the Board agreed that no new mural applications for the BGTCRA would be accepted until a process for public art was established. While the Collier County Land Development Code allows for murals within the BGTCRA, an implementation process that includes such items as: clear definitions, clear understanding of allowable locations, performance standards, long - term maintenance, liability, and enforcement was never established. Following direction at the annual meeting, staff began working with the Collier County United Arts Council to establish a process including an Art Committee to review applications. Discussions expanded to include all types of public art and the need to have a Public Arts Master Plan. At the November 14, 2018 CRA Advisory Board meeting, staff brought forward the County’s Strategic Cultural Arts Plan and the opportunity to coordinate with the existing consultants working on the plan to develop a Public Arts Master Plan for Bayshore, following completion of the county-wide plan. In April 2019, the amendment to the CRA Redevelopment Plan was adopted, which included a non- capital project listed in the short-term implementation steps for the development of a Public Arts Master Plan. At the October 22, 2019 BCC meeting, the Board directed staff to bring an item back to direct a public arts study for the County for consideration following the completion of the Strategic Plan for Arts and Culture. Staff believes that engaging the Cultural Planning Group with a contract amendment to follow completion of the Strategic Plan represents a best value approach to the CRA and County as a whole. Community members from both redevelopment areas are participating heavily in the County-wide Strategic Plan. BGTCRA is ready to begin a Public Arts Master Plan as a pilot project that could be expanded to cover the entire County if wished. The BGTCRA Advisory Board reviewed the scope of work developed by the Cultural Planning Group for the Public Arts Master Plan and approved the approach of doing a contract amendment to begin work on the item. Staff has worked with County Procurement to develop the attached Second Amendment to Agreement # 19-7509. EXHIBIT “B” outlines the additional funding needed to complete a Public Arts Master Plan for 14.B.1 Packet Pg. 1456 12/10/2019 the BGTCRA. FISCAL IMPACT: Funding for the additional consulting and reimbursable travel expenses of $45,950 is available in Bayshore Gateway Triangle CRA Fund (187). This increase will bring the total contract cost for Consulting Fees and Travel Expenses to $151,256.52 to complete the project and the Public Arts Master Plan. GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan with this Executive Summary. ADVISORY BOARD RECOMMENDATION: The BGTCRA Advisory Board recommended approval of additional funds to complete a Public Arts Master Plan with a vote of 8-0 at the November 5, 2019 meeting. The Public Arts Master Plan is included in the Redevelopment Plan update approved by the Board of County Commissioners in April 2019. He has developed numerous community public art plans, including the public art programs for Denver International Airport and San Jose International Airport. Surale Phillips brings 20 years of experience in arts and cultural research, evaluation, and planning. She specializes in infusing a framework for evaluation into plans to ensure outcomes are measurable, meaningful, and easily reported to various stakeholders. CPG will present at a BGT CRA meeting and a community meeting. This presentation will contain a review of contemporary/current public art, emphasizing innovative approaches and demonstrating the possibilities of public art and murals for Bayshore. The presentation will also focus on current best practices for mural programs across the US. • Document, Plans, and Policies Review. In addition to the documents reviewed for the Collier County Strategic Plan, the team will conduct a document review of any additional documents deemed appropriate. • Direct Stakeholder Engagement. CPG will conduct interviews and discussion groups with key community stakeholders. Stakeholder interviews will include County leadership and staff, BGT- based business leaders and regional artists; staff responsible for oversight and management of public art; local private developers; local design professionals, among others. • Targeted Community Conversations in Bayshore. CPG will hold one community discussion group in Phase 1. All engagement and research from Phase 1 will be considered and analyzed to identify potential themes, trends and public art approaches for the BGT CRA, including mural program recommendations. Draft Public Art Master Plan. The draft plan includes a summary of all research and assessment, a draft vision statement, preliminary goals and strategies, and evaluation and success metrics. Other areas of the plan include recommendations for policies and processes; partnership opportunities; avenues and opportunities for funding; aspects of inventory management, including artist selection, staffing and program administration, maintenance of public art, acquisition and removal of public art, gifts and donations of public art, and public art education; ongoing community engagement; site selection and site opportunities; and implementation strategies. CPG will vet the draft plan appropriately with the BGT CRA leadership, the BGT CRA Advisory Board, and with the community. Community Draft Public Art Master Plan Review. CPG will hold one public meeting to present and vet the draft plan with the community in Phase 2.
