Agenda 12/10/2019 Item #11E (I-75/951 Utility Relocation Project)12/10/2019 EXECUTIVE SUMMARY Recommendation to award Agreement No. 19-7540 in the total amount of $14,962,500 to Quality Enterprises USA, Inc., for “Design Build Collier County I-75 and 951 Utility Relocation Project,” and authorize the Chairman to execute the attached contract. OBJECTIVE: To secure a design-build team to provide design and construction services for the I-75 and 951 Utility Relocation Project to meet demand, stay in compliance, and serve customers efficiently by providing a compliant and reliable potable water system to Collier County Water-Sewer District (“CCWSD”) customers. CONSIDERATIONS: The Florida Department of Transportation (“FDOT”) informed the Collier County Water-Sewer District of its I-75 & 951 Interchange Improvements project that will be commencing as early as October 2020. The FDOT project will be a design-build project that includes constructing additional ramps at the I-75/951 interchange to allow traffic departing Interstate 75 (“I-75”) to proceed directly south on Collier Boulevard or traffic traveling north on Collier Boulevard to I-75 to bypass the Davis Boulevard/Collier Boulevard intersection. The FDOT project limits (as shown in Attachment 1) start just north of the northerly I-75 ramps and end at Business Circle South. Within the FDOT project limits, the CCWSD has extensive existing water and wastewater utility lines. The existing water mains include a 48-inch pipe, a 36-inch pipe and two 20-inch pipes. The existing wastewater force main is a 12-inch pipe. These large pipes underneath a major FDOT interchange represent a significant risk to both sets of assets. A worst-case scenario would be a 48-inch water main break causing a long-term shut down of I-75 and 951. In November 2017, two repairs were completed to the 48-inch Prestressed Concrete Cylinder Pipe (“PCCP”) water main: one at the Collier Boulevard/City Gate Drive intersection, and the other on the Collier Boulevard median (just south of the Interstate 75 overpass). PCCP pipe is a proprietary material that can only be installed and repaired by Thompson Pipe Group. Repairs are costly ($418,336 for the two repairs mentioned above) and subject to the availability of Thompson Pipe Group. The existing 48 - inch PCCP pipe is: (1) located in a high-risk area, (2) prone to failure, (3) expensive to repair, and is (4) 31 years old. For those reasons, this water main is being abandoned and replaced outside of the FDOT project area proactively before the start of the FDOT Interchange Improvement project. For sim ilar reasons, the other three water mains are also being abandoned and replaced outside of the FDOT project area (see Attachment 2 for the Project Map). The wastewater force main will be replaced by a new force main under a separate project; however, it will remain in place, inactive, for emergency uses only. The condition of these assets is defined as “Red: Level 3 - Risked Compliance,” as reported to the Board of County Commissioners (Board) at the October 1, 2013, Asset Assessment and Management Workshop. The proposed scope of work for Project 70229, “I-75 and 951 Utility Relocation Project” includes constructing a large transmission water main in the existing Florida Power and Light (“FPL”) easement from the South County Regional Water Treatment Plant (“SCRWTP”) to the south end of the Forest Glen Golf and Country Club. The FPL easement is located just east of 951. The new transmission water main will need to be installed and placed into service prior to the start of the FDOT Interchange Improvement project. The I-75 and 951 utility relocation project map is shown in Attachment 2. The project also includes the installation of a new water main on White Lake Boulevard that will connect to the large transmission water main in the FPL easement; the replacement of the SCRWTP reverse osmosis raw water line located within the FPL easement and within the Forest Glen Golf and Country Club; and a new 20-inch water main from Davis Boulevard to Business Circle South. After the 11.E Packet Pg. 1208 12/10/2019 completion of this project, a new 20-inch water main starting from Davis Boulevard and traveling south down 951 will remain in the 951 right-of-way to provide potable water to the existing developments along 951. After the completion of this new transmission water main, the existing 48-inch PCCP water main, existing 36-inch water main (Davis Boulevard to south side of Forest Glen subdivision), existing 20-inch water main (just north of I-75 to Davis Boulevard) and the existing 20-inch water main (Davis Boulevard to Business Circle South) will be abandoned. The abandonment/removal of the existing water main will be completed as part of the FDOT Interchange Improvement Design-Build project. The CCWSD will enter into a Utility Work by Highway Contractor Agreement and Memorandum of Understanding with FDOT to have its design-build contractor complete the water main abandonment/removal. On September 24, 2019 (Agenda Item 16C6), the Board accepted the selection committee’s ranking for Request for Proposal No. 19 -7540 and authorized staff to negotiate a contract with the top-ranked design-build team, Quality Enterprises USA, Inc. and its consultant, Q. Grady Minor and Associates, P.A. (“Q. Grady Minor”). The resulting contract, insurance information and project presentation are included as Attachments 4, 5 and 6 respectively. The Guaranteed Maximum Price (GMP) as bid was $14,962,500.00. On October 27, 2019 Staff began contract negotiations with Quality Enterprises and Q. Grady Minor. During negotiations, Staff identified a potential cost savings of $266,000.00 for sales tax savings for a direct material purchase (actual savings amount will be determined when the material is ordered) and a cost savings of $45,589.34 in material and labor for not installing a 36-inch valve (the valve was included in the bid but later determined that it could be omitted). The project scope will be updated to change 1,450 feet of Segment 1 pipe installation from open cut to directional drilling at a net additional cost of $558,250.00. After contract awar d, Staff will execute a change order to deduct the sales tax savings for the direct material purchase, to deduct the 36 - inch valve costs and to increase the contract to directional drill 1,450 feet of Segment 1, as shown in the table below: Description Cost Cost Basis Credit for Sales Tax savings on Direct Material Purchase -$266,000.00 Estimate Credit for 36-inch valve -$45,589.34 Negotiated 1,450 foot directional drill (in lieu of open cut) Segment 1 909,150.00 Negotiated Credit for 1,450 foot open cut Segment 1 -350,900.00 Negotiated Net Estimated Cost Increase $246,660.66 (2%) The design-build team originally requested an additional $593,050.00 for the Segment 1 directional drill, which Staff negotiated down to $558,250.00. Staff recommends that the Board approve attached Agreement No. 19-7540 in the amount of $14,962,500.00. An analysis of the negotiated costs listed above were reviewed by an independent third- party professional engineering consultant (See Attachment 3). FISCAL IMPACT: Funding is available in the Fiscal 2020 capital budget approved by the Board on September 19, 2019 to cover the GMP and the costs reflected in the table above. The source of funding is the Water User Fee Capital Fund (412). The requests include the following: 1.) additional cost to install a water main in Segment 1 via horizontal directional drill (HDD) in lieu of open-cut method; 2.) a request for credit for not installing a 36” gate valve; and 3.) a request for credit for not providing a field trailer during the construction on this project. Based upon details provided, our research and recent similar projects, Johnson Engineering provides the following: 1.) Horizontal Directional Drill in Lieu of Open Cut Collier County provided plan sheets 3 and 4 for review with portions requested to be installed via HDD highlighted in yellow. Also provided were the proposed costs for a 36” HDD and the current cost to open cut the 30” pipe: Segment 1 - I-75 & Collier Blvd Utility Relocation Total Unit Price 36” Pipe Installed via HDD (Proposed Price) $627/LF 30” Pipe Installed via Open Cut (Current Price) $218/LF In comparison, Johnson Engineering recently designed a 36” water main that crossed under Golden Gate Canal via HDD for Collier County which was approximately 700 linear feet. The I-75 drill is approximately 1,450 linear feet in length and should be slightly less than Golden Gate based upon project economy of scale. Johnson Engineering is currently installing 36” water main via open cut for Collier County’s NESA Interim Wastewater Treatment Plant at a cost of approximately $275/LF. No rock is located within this project area. We understand that rock is located within Segment 1 - I-75 & Collier Boulevard Utility Relocation project area and based upon discussions with a local contractor, the additional labor cost of conventional rock removal would add approximately $50/LF making the installation cost approximately $325/LF. We contacted a local supplier and obtained the current difference in cost between 30” and 36” pipe which was determined to be $34/LF. Assuming the labor effort is approximately $5 cheaper to install the 30” pipe then the total installation cost should be approximately $286/LF. If the method of rock removal is utilizing an Epi-Rock cutter instead of the conventional method then the cost can be decreased by $30/LF for rock removal for a total cost of $256/LF. Based upon our review and research, Johnson Engineering finds the proposed cost for the 36” HDD of $627 per linear foot to be reasonable and within industry standards, but the open cut deduct should be closer to $286/LF for conventional rock removal and $256/LF for removal by means of the Epi-Rock cutter. Credit Request for Not Installing a 36” Valve = $37,850.00 Based upon the NESA project recently designed for Collier County and the invoice from Ferguson Waterworks dated March 13, 2019, the cost for a 36” Gate Valve with all and required appurtenances is $37,933.96. Materials Cost: $37,933.96 Collier County Tax: $ 2,655.38 Labor (provided by NESA contractor): $ 5,000.00 Recommended Total Credit: $45,589.34 Based upon our review and research, Johnson Engineering finds their deduct cost for item should be closer to $45,589.34. 3.) Credit for Non-Use/Installation of Construction Field Office/Trailer We have reviewed the costs provided in your October 14, 2019 email (attached hereto) for the credit requested for Non-Use of Office Trailer for $7,250.
