EXECUTIVE SUMMARY
Recommendation to accept the donated services of Naples Velo Cycling Alliance, Inc., a Florida not
for profit corporation, for the purposes of upgrading the starting gate at the Naples BMX Sports
Park and approve the Temporary Right of Entry with Bonness, Inc., to perform excavation/site
work required to install the new starting gate and approve the purchase of the Pro-Stuff Pro Gate.
OBJECTIVE: To formally accept the services of Naples Velo Cycling Alliance, Inc, a Florida not for
profit corporation for the purpose of upgrading the Naples BMX track, approve the Temporary Right of
Entry with Bonness to perform the required excavation/site work required to install the new starting gate,
and approve the purchase of the Pro-Stuff Pro Gate start gate.
CONSIDERATIONS: The Public Services Department maintains the Collier County Wheels BMX
Skate Park (Wheels), an annex of the Golden Gate Community Center. It is home to a National Bicycle
League (USA) sanctioned BMX track and holds several local and regional tournaments throughout the
year. The current starting gate at Wheels is over twenty (20) years old and is no longer considered to be
the safest style gate used in tournaments (colloquially referred to as a slam gate). The newer safer gates
can completely recess the drop section within its structure, and many have no open sections to catch or
fall into during false starts.
The Parks and Recreation Division has been offered the opportunity to upgrade this starting gate to a new
state of the art “crescent style” start gate. This crescent style start gate completely recesses into the body
of the gate structure and has no large open holes or catch points due to the drop section’s crescent shape.
The start gate shall be a Pro Stuff Pro Gate Crescent -8 with additional equipment.
The funding for this project is via the following method:
1. A Non-Profit Organization is willing to directly pay for the excavation/site work on the start hill
that will allow the new start gate structure to be installed.
2. The excavator selected by the Non-Profit is listed as a Board of County Commissioners (Board)
selected contractor (Bonness).
3. The County will purchase the newer starting gate using funds from Golden Gate Community
Center MSTU Fund (130). The start gate cost is $35,566 as configured. Wheels already owns all
controls necessary for the system. The installation costs shall be at no cost to the county as we are
already a Pro Gate customer.
FISCAL IMPACT: Funding is available in the Golden Gate Community Center MSTU Fund (130) to
purchase the new starting gate at a cost of $31,416. The excavation and site work shall be donated and is
estimated at $22,662.92
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan related to
this action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for approval. -JAB
RECOMMENDATION: That the Board of County Commissioners: 1) formally accept the donation
provided by Naples Velo Cycling Alliance, Inc., a Florida not for profit corporation a Not-for-Profit
Corporation; 2) approve the Temporary Right of Entry Agreement and authorize the Chairman to execute;
3) authorize staff to record the Temporary Right of Entry Agreement in the Public Records of Collier
County, Florida; and 4) fund a portion of the improvements to the starting gate at the Wheels BMX park.
