Agenda 11/12/2019 Item #16D12 (No Overnigh Parking - CAT at Radio Road)11/12/2019 EXECUTIVE SUMMARY Recommendation to approve a Resolution to establish a “No Overnight Parking” Zone at the Collier Area Transit (CAT) Facility located at 8300 Radio Road. OBJECTIVE: To prevent the public from storing vehicles at the CAT Transit Facility. CONSIDERATIONS: Public Transit & Neighborhood Enhancement (PTNE) staff identified several vehicles that were being stored at the facility located at 8300 Radio Road. After obtaining the vehicle information, it was verified that the vehicles did not belo ng to staff at the Radio Road facility. In some cases, the vehicles were owned by residents within the adjacent developments. After placing notices on the vehicles requesting the removal, the vehicle owners were responsive, but the issue is ongoing. Spaces are being taken up by individuals that are not using the facility and this situation has created a parking issue. Section 130-34 (b) of the Collier County Code of Laws and Ordinances provides that upon the advice of the transportation services administrator, and/or the county administrator or his designee, the Board of County Commissioners (Board) may designate, by resolution, certain areas owned/leased by the County as being areas in which parking is restricted or prohibited. As County Administrator’s designees, PTNE is hereby advising the Board that vehicles are being parked overnight at the CAT transfer station, resulting in a shortage of available parking spaces, traffic congestion, and otherwise negatively impacting the operational activities of the CAT transfer station. The PTNE Division recommends that the attached resolution be approved to expressly prohibit overnight parking at this transfer station and allow for the posting of signage notifying the public of such prohibition. Violators of this resolution will be issued parking citations by the Collier County Sheriff’s Office. FISCAL IMPACT: The cost of preparing and erecting the appropriate signage is estimated at $200. Funding is available within the Collier Area Transit Funds (426 and 427). GROWTH MANAGEMENT IMPACT: There is no Growth Management impact. LEGAL CONSIDERATIONS: This Item is approved as to form and legality and requires a majority vote for approval. -KLN RECOMMENDATION: To approve a Resolution to establish a “No Overnight Parking” Zone at the Collier Area Transit Facility located at 8300 Radio Road and authorize the Chairman the sign the resolution.
