EXECUTIVE SUMMARY
Recommendation to approve and execute upon arrival the FY20 -21 Public Transportation Grant
Agreement (PTGA) with the Florida Department of Transportation (FDOT) in the amount of
$1,965,584 providing for State funding for eligible Collier County fixed-route transit
administrative, management, and operational expenses in the amount of $982,792, approve a local
match in the amount of $982,792, and authorize the necessary Budget Amendments.
OBJECTIVE: To enter into an agreement with FDOT to receive $982,792 in State grant funding to
offset public fixed-route transit administrative, management, and operational costs during FY2020 -2021.
CONSIDERATIONS: State funding is made available each year through a process administered by
FDOT under the State Transit Block Grant Program. The PTGA will provide funding for eligible
administrative, management, and operational expenses incurred while providing fixed -route
transportation services in Collier County. The amount of State dollars available for FY2020-2021 totals
$982,792 and requires a local match of $982,792.
Staff has not received the final agreement. In order to avoid a disruption in services, we are requesting
that the Board of County Commissioners (Board) approve this Item to ensure the budget is in place to
continue operations and the Chairman will sign the agreement upon arrival. A grant award summary is
attached to this item for the Board’s consideration. Should the award document be different from the
award estimate attached, a subsequent Item will be presented along with any necessary Budget
Amendments to reflect variations in the final allocation.
FISCAL IMPACT: Budget Amendments are required to recognize grant funding in the amount of
$982,792 in CAT Grant Fund (424) Project 33652. A Budget Amendment is also required in the amount
of $982,792 in FY20 to CAT Grant Match Fund (425), Project 33652. Matching funds are available
within the Collier Area Transit Enhancement Fund (426) supported by a transfer of General Fund (001)
revenue.
GROWTH MANAGEMENT IMPACT: This Item is consistent with the Transportation Element
Objectives 10 and 12 of the Growth Management Plan.
LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority vote
for Board action. -JAB
