The total Fiscal impact is $968,552 with a Federal share of $484,276 and a local match of $484,276. OBJECTIVE: To provide continued transit service to the rural area of Collier County and safeguard the use of local funding. CONSIDERATIONS: Title 49 Section 5311 of the United States Code provides funding through the Federal Transit Administration (FTA) each year through an application process administered by the Florida Department of Transportation (FDOT). Collier Area Transit (CAT) has been awarded FTA 5311 funds for the purpose of providing transit service to the rural areas of the County since 2005. On December 11, 2018, the Board of County Commissioners (Board) ap proved a Resolution for the execution and submittal of an application for the FY2019-2020 FTA Section 5311 Grant. On June 21, 2019, FDOT notified and issued the Public Transit and Neighborhood Enhancement (PTNE) Division a recommendation for award to provide continued operational, administrative, and managerial funding for the provision of public transportation services in the non-urbanized areas of Collier County. This award will provide continued public transportation to six (6) rural routes; Routes 19 an d 28 (providing transportation between the Immokalee area and the Intermodal Transfer Station), Route 121 (providing early morning and late evening express service between Immokalee and Marco Island), Routes 22 and 23 (providing a circulator within the rural Immokalee community), and Route 24 (providing transportation between the Charlee Estates area and the Intermodal Transfer Station). The amount of Federal funding available for FY2019/2020 is $484,276. A local match totaling $484,276 is included in the contract, bringing the current value to $968,552. Staff has not received the agreement yet. In order to prevent disruption of operations, we are requesting that the Board approve this Item in order to ensure a budget in place to continue operations and the Chairman will sign the agreement upon arrival. A grant award summary is attached to this item for the Board’s consideration. Should the award amount be different from the estimated award, a subsequent Item will be presented along with any necessary budget amendments to reflect variations in the final allocation. FISCAL IMPACT: This FTA Section 5311 Grant PTGA provides for a total funding amount of $968,552. The total funding is made up of Federal funds in the amount of $484,276 and a local match amount of $484,276. A Budget Amendment is required in the amount of $484,276 to recognize grant revenue in CAT Grant Fund (424) Project 33653. A Budget Amendment is also required to recognize the local match in the amount of $484,276 to CAT Grant Match Fund (425), Project 33653. Matching funds are available within the Collier Area Transit Enhancement Fund (426) supported by the annual transfer of General Fund (001) revenue. GROWTH MANAGEMENT IMPACT: This action is consistent with Objectives 10 and 12 of the Transportation Element of the Growth Management Plan.
