EXECUTIVE SUMMARY
Recommendation to authorize a budget amendment for the Facilities Management Division in the
amount of $1,869,000 to fund the Jail’s Kitchen Replacement and Safety Upgrades Project (53007)
from the Infrastructure Sales Surtax.
OBJECTIVE: To provide necessary funding to replace and do upgrades to the Jail’s Kitchen in the
amount of $1,869,000 and to authorize the necessary budget amendment.
CONSIDERATIONS: Voters approved an additional penny sales tax in November 2018. Collection of
the surtax began on January 1, 2019. Projects outlined in Exhibit A within County Ordinance 2018 -21
are eligible to receive funding from the Surtax. Projects must also be compliant with Section 212.055(2),
Florida Statutes. In Exhibit A, there are 3 main categories of projects identified: Transportation Projects,
Facilities & Capital Replacements, and Community Priorities. The Jail’s Kitchen Replacement and
Security Upgrades is identified within the Facilities & Capital Replacement category under line item
“HVAC, Roofing and Capital Equipment Replacements at Sheriff’s & County Facilities.”
On September 4, 2019, Agenda Item 8.B.1, the Infrastructure Surtax Oversight Committee validated the
funding for the Jail’s Kitchen Replacement and Safety Upgrade in the amount of $1,869,000.
FISCAL IMPACT: A budget amendment is necessary to allocate funding from Reserves to the Jail’s
Kitchen Replacement and Safety Upgrade Project (53007) in the amount of $1,869,000 within the
Infrastructure Sales Tax Fund (318).
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
Executive Summary.
RECOMMENDATION: That the Board of County Commissioners authorizes a budget amendment in
the amount of $1,869,000 to allocate infrastructure sales surtax funding to the Jail’s Kitchen Replacement
and Safety Upgrade Project.
