Agenda 11/12/2019 Item #16A26 (Contract #19-7563 w/Tindal-Oliver & Associates, Inc.)11/12/2019 EXECUTIVE SUMMARY Recommendation to approve the Selection Committee’s ranking and authorize staff to enter into contract negotiations with Tindale-Oliver & Associates, Inc. d/b/a Tindale Oliver, related to Request for Professional Services No. 19-7563, “East Naples Community Development Plan.” OBJECTIVE: To secure a firm to provide planning services to guide a Community vision and Community Development Plan for the East Naples area. CONSIDERATIONS: On February 14, 2017, the Board directed staff to engage the community in a public planning process to study the land uses along the east US41 Corridor. Staff conducted four (4) public meetings to engage the community in land use discussions, a visual preference survey, and to gather written comments. On April 24, 2018, staff presented the resulting US41 Corridor Study findings and recommendations. The Board accepted the US41 Corridor Study, which included direction to prepare follow-up items with a more detail plan to implement the long -term recommendations. To fulfill this Board direction, staff is seeking a firm to provide planning services to create “The East Naples Community Development Plan.” On January 25, 2019, the Procurement Services Division released notices of Request for Professional Services (“RPS”) No. 19-7563, East Naples Community Development Plan, to 13,302 firms. One hundred twenty-seven (127) firms downloaded the RPS package, and the County received six (6) proposals by the March 5, 2019 deadline. Two firms were deemed non-responsive and the remaining four (4) were found to be responsive and responsible. The Selection Committee met on May 9, 2019, and as described in step 1 of the solicitation documents, the Committee scored each of the proposals and short - listed the top three firms to move on to step 2, oral presentations. On June 13, 2019, the Selection Committee reconvened to hear the oral presentations and after review and discussion, and by consensus of the members the Committee ranked the firms in the following order: 1. Tindale Oliver 2. Canin Associates, Inc. 3. Dix-Hite Plus Partners, Inc. Subject to the Board’s approval of staff’s recommendation, in accordance with the Consultants’ Competitive Negotiation Act, Florida Statutes § 287.055, staff will begin contract negotiations with the top ranked firm, Tindal Oliver, with the intent of bringing back a negotiated contract for Board approval at a subsequent meeting. If staff is unable to reach an agreement with the number one ranked firm, staff will continue negotiating with the remaining firms in ranked order. The contracted firm will work with staff to facilitate public involvement and outreach with area residents, businesses and stakeholders. The consultant will develop a community vision and a strategic action plan that will identifying key opportunities and challenges, implementation steps and schedule, and benchmarks or milestones that measure the area’s progress throughout the process. FISCAL IMPACT: There is no fiscal impact associated with this Executive Summary. GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this Executive Summary. C-2 Naples, FL 34112 All proposals shall be submitted online via the Collier County Procurement Services Division Online Bidding System: https://www.bidsync.com/bidsync-cas/ INTRODUCTION As requested by the Planning and Zoning Division (hereinafter, the “Division”), the Collier County Board of County Commissioners Procurement Services Division (hereinafter, “County”) has issued this Request for P rofessional Services (hereinafter, “RPS”) with the intent of obtaining proposals from interested and qualified Consultants in accordance with the terms, conditions and specifications stated or attached. The Consultant, at a minimum, must achieve the requirements of the Specifications or Scope of Work state d. BACKGROUND 2017-18 – US 41 corridor study accepted by the Board of County Commissioners. During the February 14, 2017, public hearing, the Board of County Commissioners (BCC) directed staff to engage the community in a public planning process to determine the commercial land uses most desired by the community and develop incentives to promote those desired land uses. Through a series of public meetings, the emphasis was upon identifying the specific types of businesses currently located on the Corridor and creating a baseline, with emphasis upon traffic infrastructure (roadways design) influence on commercial market viability and attraction. With Coordination with the East Naples Foundation, CRA, and other stakeholder’s groups, Staff developed a public meeting schedule. The recommendations provided for within the final report were based upon feedback received from over 200 participants at four publicly advertised community meetings, based upon direct feedback to a visual preference survey and written comments. Building off the work of the US41 corridor study and the recommendations contained within the County is interested in taking the next step in identifying the vision of the community for the area and translating that vision within a Community Development Plan to facilitate that vision. The Future Land Use map for the area, established in 1989 provides the framework for which the current zoning is anchored, but the Community has expressed frustrations in that the area lacks a vision for the assets of the area and a clear understanding of the built environment and the opportunities associated within the economic and demographic composition of the area. Based upon those desires, the County is seeking to develop the East Naples Community Development Plan (ENCDP). TERM OF CONTRACT County reserves the right to modify this scope during negotiations for budgetary reasons. The contract term, if an award is made, will commence on the date of the Notice to Proceed and end upon acceptance and approv al of the final payment. Prices shall remain firm for the initial term of the awarded contract. Surcharges will not be accepted in conjunction with this award, and such charges should be incorporated into the pricing structure. DETAILED SCOPE OF WORK The Growth Management Department (GMD) is issuing this RPS to hire a consultant team to serve as the team Project Manager and coordinate the planning, analysis and public involvement services. GMD retains all rights and ownership to the data, reports, presentations, maps, video and figures delivered by the Consultant in order to complete the tasks in this Scope of Services. The consultant will undertake the following tasks during the development of the East Naples Community Development Plan (ENCDP): Collier County is looking for proposals from qualified consultants to contract for consulting services to guide a Community Vision and Community Development Plan for the East Naples area. Consultants are invited to submit a proposal, which includes an outline of their experience and qualifications in performing work directly related to the services required. 16.A.26.c Packet Pg. 880 Attachment: 19-1753 Solicitation (10546 : East Naples Community Development Plan RSP) The consultant will propose a work plan to develop a Community Vision through public involvement and participation, lay the groundwork for what the citizens of East Naples would like the identity of the area to be. The vision will also guide decision makers to focused growth areas throughout the Study area as well as target industry and viable economic development. The Community Vision should understand the whole community, reflect core community values, address emerging trends and issues, imagine a preferred future, and promote local action. The vision findings of this exercise will then be prioritized and added to a Community Development Plan. The Community Development planning determines where an area is going over the next few years and how it plans to get there. The intent of the Community Development Plan is to help the County and the East Naples area direct its efforts and resources toward a defined vision for the future. The plan should include benchmarks or milestones that measure the Study Area’s progress along the way. The County needs to adopt a plan that the community accepts. The process should include both active and passive involvement ensuring diverse and extensive community participation. The Community Development Plan is a “living document” and shall undergo periodic review and adjustment to reflect progress towards the achievement of goals and/or the modification of goals. The process should address and provide direction/goals on the following issues: Community Vision • Determine where the East Naples area is now and help the area decide what it wants to be in the future. This should take into account what makes East Naples unique and special, and how the County can use these characteristics to prepare for the future. • Determine a community accepted brand or identity slogan for promotion and direction. • Provide a process that allows general alignment and focus of the Board of County Commissioners, County administration, and staff, with the citizens, business interests, community groups, and local organizations. • Recognize economic development potential and ways to diversify the local land use allocation • Identify and analyze potential partnerships with other entities; (such as public/public, public/private). Strategic Action Plan • Transform the conceptual goals from the visioning process into realistic, achievable targets. • Evaluate existing and future public infrastructure and maintenance; priorities, phasing; help identify how County resources should be allocated and how to ensure existing infrastructure is maintained and future infrastructure is responsibly planned. • Plan for fiscal sustainability. Phase One – Community Vision • Facilitate a Community Visioning process consisting of public meetings, focus -group sessions, open houses, surveys and other outreach forums. Additionally, this visioning effort shall be built upon the 2018 US41 Corridor Study conducted for the East Naples area and accepted by the Board of County Commissioners in the spring of 2018. These gatherings would result in the submission of a multitude of suggestions from members of the East Naples community. The desired outcome is a community vision entailing guiding goals, each with specific visioning targets that could serve as a framework for the strategic planning process, and direction for a brand or identity. • This should be accompanied with a public involvement program that enga ges the community in the process as well as provides future public involvement forums to keep the community in the loop as we meet and change goals. o Provide summaries and analysis of all public input. Phase Two – Strategic Action Plan • Incorporate the targets and ideas from Phase 1 into a strategic Action Plan. • Conduct an internal and external scan, i.e., looking at or reviewing, the community’s resources, strengths and assets in light of trends and influences affecting the community. o Internal scan would include an inventory of community resources, e.g., the area’s resources and finances, people, health, education, business and job opportunities, housing, art and culture, leisure, recreation and entertainment, and geography. o External scan would look at what is happening outside of the community on a local, regional and national level that may affect a community, e.g., demographics, economy and lifestyle trends. • Describe the overall strategy and identify key challenges and opportunities. • Develop an action plan and establish implementation steps and schedule. • Establish benchmarks or milestones that measure the area’s progress throughout the Community Development Planning process.
