Agenda 10/22/2019 Item #16E5 (Donating Two Surplus Ambulances)10/22/2019 EXECUTIVE SUMMARY Recommendation to approve a Resolution donating two surplus ambulances, one to Florida Southwestern State College and the other to Hodges University for use in their Paramedic Training programs . OBJECTIVE: To enhance the emergency medical training programs at Florida Southwestern State College Collier Campus and Hodges University Collier Campus through the donation of two surplus ambulances. CONSIDERATION: The Emergency Medical Services Department has received requests from Florida Southwestern State College and Hodges University for the donation of surplus ambulances, one for each campus, for use in their EMS training program at their respective campuses. These ambulances would be used to provide students with real ambulance environment experience in various procedures that are difficult to replicate in a laboratory setting, such as stretcher loading and unloading, patient care in the confines of an ambulance, and emergency scene staging. The requested ambulances (listed below) were recommended for replacement by the Fleet Management Division due to age, mileage, and cost of maintenance and were scheduled for auction. • Asset #30015109, 2005 International, 216,014 miles. • Asset #30015110, 2003 International, 186,536 miles. The institutions intend to re-letter the ambulances with their respective logos, along with recognition to Collier County for the donation. Florida Southwestern State College and Hodges University are the only two facilities in Collier County that provide training to EMTs and Paramedics. Collier County EMS utilizes both institutions to train employed EMTs as paramedics. FISCAL IMPACT: There is no direct fiscal impact associated with this donation. The estimated revenue potential (based on previous auctioned vehicles) is approximately $12,000. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney. Florida Statutes Sec. 125.38 provides as follows: 125.38 Sale of county property to United States, or state.-If the United States, or any department or agency thereof, the state or any political subdivision or agency thereof, or any municipality of this state, or corporation or other organization not for profit which may be organized for the purposes of promoting community interest and welfare, should desire any real or personal property that may be owned by any county of this state or by its board of county commissioners, for public or community interest and welfare, then the United States, or any department or agency thereof, state or such political subdivision, agency, municipality, corporation or organization may apply to the board of county commissioners for a conveyance or lease of such property. Such board, if satisfied that such property is required for such use and is not needed for county purposes, may thereupon convey or lease the same at private sale to the applicant for such price, whether nominal or otherwise, as such board may fix, regardless of the actual value of such property. The fact of such application being made, the purpose for which such property is to 16.E.5 Packet Pg. 2535 10/22/2019 be used, and the price or rent therefor shall be set out in a resolution duly adopted by such board. In case of a lease, the term of such lease shall be recited in such resolution. No advertisement shall be required. By approving this item, the Board is finding that the proposed surplus ambulances are required by Florida Southwestern State College and Hodges University for the reasons set forth above, and in addition are not needed by the County. With that noted, this item is approved as to form and legality, and requires majority vote for approval. -JAK GROWTH MANAGEMENT IMPACT: There is no impact on the Growth Management Plan.
