EXECUTIVE SUMMARY
Recommendation to approve a Resolution to accept the National Fitness Campaign grant award in
the amount of $90,000 for three (3) Fitness Courts® associated with the Collier County Sports
Complex and Events Center, North Collier Regional Park, and Big Corkscrew Island Regional
Park and allocating match funds for the three (3) Fitness Courts® as part of the 2020 National
Fitness Campaign.
OBJECTIVE: To provide outdoor fitness and recreation for users of all abilities to be incorporated in
three (3) regional parks.
CONSIDERATIONS: The National Fitness Campaign (NFC) provides a grant opportunity for
municipalities to participate and install outdoor Fitness Courts. Using a proprietary fitness system, the
campaign originated in California with the goal of promoting encouraging healthy lifestyles with the use
of these outdoor systems.
The National Fitness Campaign’s outdoor bodyweight circuit-training system supports twenty-eight (28)
simultaneous users on thirty (30) separate pieces of equipment. The Fitness Court® features a series of
full-body exercises that can be completed in just seven (7) minutes. The 7 Movements in 7 Minutes is a
simple, yet powerful workout created for a range of athletic abilities and is optimally performed on the
Fitness Court®. Developed by experts in the field, each exercise takes forty-five (45) seconds, with a
fifteen (15) second interlude between sets, and is shown to burn more calories per minute than most other
forms of exercise. The system is integrated with a sports floor to simulate the indoor gym experience. A
32’x6’x2’ steel bodyweight training wall provides users with thousands of exercise combinations. The
equipment is designed to complement active space at the Great Lawn associated with the Collier County
Sports Complex and Events Center, the area adjoining the soccer fields at North Collier Regional Park,
and the great lawn associated with Big Corkscrew Island Regional Park.
The system has a digital ecosystem that includes a mobile app, the social media support team,
promotional materials, and programming to assist the County in building support for the fit living
community spaces.
On June 25, 2019, the Board of County Commissioners (Board) approved the electronic submission of the
NFC Fitness grant application in the amount of $90,000 for the Collier County Sports Complex and Event
Center, North Collier Regional Park, and Big Corkscrew Island Regional Park (Agenda Item #16D18).
On July 24, 2019, staff received notification that Collier County had been selected to receive three (3)
grant awards of $30,000 each.
Upon acceptance of the grant award, NFC requires the adoption of a Resolution to officially allocate the
remaining necessary funding for the projects.
FISCAL IMPACT: The per site cost of Fitness Court equipment including estimated shipping is
$134,700. After deducting the $30,000 National Fitness Campaign grant award the per site local match is
$104,700. For the three sites, (Sports Complex, North Collier Regional Park & Big Corkscrew Regional
Park), Fitness Court equipment costs total $404,100. After deducting the $90,000 NFC grant the local
match for Fitness Court equipment is $314,100. Site preparation and equipment installation costs are
additional and will be determined on a site by site basis.
Funding for the local match will be provided from General Fund funded Parks Capital Fund (306), Parks
Impact Fee Fund (346), and the Sports Complex Project budget in TDC Capital Fund (358).

The Fitness Court App
Free mobile app for iOS / Android teaches proper use, routines and challenges to all users
• Classes: schedule, run and track attendance using the Fitness Court App back-end scheduling tool,
providing live class management through the OnSched platform. Training and basic setup provided by
NFC within 30 days of lauch event.
• Learn: video guides deliver workouts, and teach the basics for beginners on the Fitness Court. New
content released quarterly, and updated by NFC National Training Team.
• Train: individual audio guides. New content released quarterly, updated by NFC National Training Team.
• Challenge: competitive tracking allows users to participate in timed, scored challenges, with an option
to submit their scores to a national Leaderboard. Acts as a regional and national event qualification tool.

Programming and Training Tools
Fitness Court Ambassadors build and sustain a healthy culture around the Fitness Court ecosystem
• Learn: education modules provided by the NFC Training Team are eligible for a range of industry
certifications, are offered both in-person and remote, and provide a range of class templates, coaching
tips and more to qualified Ambassadors. Partnership includes program vouchers for up to 12 individual
Ambassadors per Fitness Court, individually eligible for up to 3 continuing education credits (CECs),
approved through the American Council on Exercise (ACE).
• Train: classes, clinics and challenges become the building blocks of a Fitness Season, led by
Ambassadors, that engage all ages and fitness levels. These guided workout options expand the user
community and increase long-term usage and adoption.
• Share: continuous online and print storytelling, engagement and social connection further build out a
healthy culture on each Fitness Court. Up to 5 local Ambassadors are eligible to attend an in-person
regional training event of their choice in 2020. *Regional training schedule provided May 2020

Media support and community engagement materials excite users and strengthen program adoption

• Opening Day Launch Support: NFC provides event management templates, guidance for launch event
planning, and custom promotional materials (flyers, media assets).

Dedicated Campaign Team and Project Support
Our experienced consultants help coordinate timely procurement, installation and community engagement.
• Procurement & Bidding: NFC has industry experts in project management, and from conception through
execution, they will collaborate on an average of 2 intensive monthly planning calls to drive success.
• Construction & Installation: stamped and certified design plans, concrete slab drawings, and contractor
management are provided by the NFC Activation Team. With all ready-to-build plans included, most
installations require less than 90 days to complete from ground-breaking to launch.
• Fundraising: Up to 10 custom renderings provided by NFC Design Team to support outreach to local
sponsors and partners. Up to 5 custom slide presentations provided for in-person meetings and internal
stakeholder consensus-building.
