Resolution 2019-195 RESOLUTION NO. 2019 - 1 9 5 A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, SUPPORTING THE CITY OF NAPLES STATE APPROPRIATION REQUEST FOR THE DESIGN OF PHASE II - NAPLES BAY RED TIDE SEPTIC TANK MITIGATION PROGRAM. WHEREAS, the City of Naples (City) and Collier County (County) have partnered to convert septic tanks to a centralized sanitary sewer system to improve water quality by reducing nutrient loading in the sensitive, impaired waters of the Gordon River Extension that flows into Naples Bay and enters the Gulf of Mexico; and WHEREAS, although Karenia brevis (red tide) blooms naturally offshore, once close to the coastline, many scientists believe that the red tide blooms may use both human-contributed and natural nutrients as fuel; and WHEREAS, the project would remove nutrients and other pollutants generated from 930 aging septic tanks in a low to moderate income neighborhood which historically floods; and WHEREAS, to minimize disruption to the area, as the construction of the sanitary sewer collection system is occurring, the County will make stormwater management improvements on multiple streets between Goodlette Frank Road and U.S. 41; and WHEREAS,the joint project is in unincorporated Collier County but within the water and sewer service area of the City of Naples; and WHEREAS, the City has established a Special Assessment District to assess the property owners for the septic tank abandonment and service to central sewer; and WHEREAS, the City is requesting a legislative appropriation to subsidize the cost of the design of a central sanitary sewer system. NOW, THEREFORE,BE IT RESOLVED BY BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, to support an application by the City of Naples for up to $1,100,000 in State appropriations for the Design of Phase II—Naples Bay Red Tide Septic Tank Mitigation Program.
