EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to sign a State Housing Initiatives
Partnership (SHIP) Sponsor Agreement with the Housing Development Corporation of SW
Florida, d/b/a HELP in the amount of $200,000 to implement the SHIP Purchase Assistance
strategy.
OBJECTIVE: To continue to promote affordable housing strategies for very-low, low, and moderate-
income persons through the State Housing Initiatives Partnership (SHIP) Program.
CONSIDERATIONS: The William E. Sadowski Affordable Housing Act provides funding to local
communities to promote and advance affordable housing initiatives. Funds are generated through
documentary stamp tax on real estate transactions. Under the SHIP Program, Collier County and the City
of Naples receive funds from the State of Florida through the Florida Housing Finance Corporation to
undertake eligible activities.
On April 26, 2016 (Agenda Item #16D4), the Board of County Commissioners (Board) adopted the SHIP
2016-2019 LHAP. The LHAP identifies eligible strategies and serves as a guideline for the use of all
SHIP funds. The purchase assistance strategy provides an interest-free loan up to $55,000 to assist
qualified first-time homebuyers to purchase a home in Collier County.
Community and Human Services (CHS) staff advertised a grant application cycle on January 4, 2019, for
a submittal period through February 11, 2019 to secure a for-profit or a non-profit organization to
implement the purchase assistance strategy. CHS received one (1) application in response, from HELP.
On March 1, 2019, a review panel interviewed the applicant and recommended a $200,000 award to
HELP.
HELP is a HUD-approved non-profit housing counseling agency that offers credit and financial
counseling and educational services to existing and prospective homeowners. The Sponsor Agreement
provides for HELP to utilize SHIP funds as purchase assistance subsidy for very -low, low, and moderate-
income borrowers in Collier County. A minimum of fifty percent (50%) of funding will be designated for
low-income households. The purchase assistance will be provided in the form of a zero-interest loan, and
a fifteen (15) year subordinate lien will be recorded in favor of Collier County on each transaction. Funds
may be used for a down payment and/or closing and settlement charges on an approved primary residence
purchase transaction.
HELP will serve in an advisory role for the SHIP applicant and implement the Purchase Assistance
program strategy through the following tasks: Identifying and meeting with prospective applicants,
completing detailed income certification and pre-purchase counseling, preparing a complete application
package and delivering to a designated point-of-contact to County staff, assisting with delivery of
conditions items to obtain approval for funding, ensuring funds are delivered to closing, and the lien in
favor of the County is properly recorded. Collier County staff will have final approval/denial of all SHIP
applications and initiate the funding process.
FISCAL IMPACT: The proposed action has no new Fiscal impact. Funds are budgeted within SHIP
Grant Fund (791), Projects 33525 and 33569.
LEGAL CONSIDERATIONS: This Item has been approved for form and legality and requires a
majority vote for Board approval. -JAB

GROWTH MANAGEMENT IMPACT: Acceptance of these funds will allow the County to expand
affordable housing opportunities for its citizens and further the goals of the Housing Element of the
Collier County Growth Management Plan.
RECOMMENDATION: To approve and authorize the Chairman to sign a State Housing Initiatives
Partnership Sponsor Agreement with Housing Development Corporation of SW Florida, d/b/a HELP in
the amount of $200,000 to implement the SHIP Purchase Assistance program strategy.
