Agenda 10/08/2019 Item #11F (ITB #19-7616 w/Youngquist Brothers, Inc.)10/08/2019 EXECUTIVE SUMMARY Recommendation to award Invitation to Bid No. 19-7616, “Deep Injection Well for Collier County Landfill,” to Youngquist Brothers, Inc., in the amount of $6,788,782, and authorize the Chairman to execute the attached agreement. OBJECTIVE: To install a Class 1 Deep Injection Well to offer a long-term management and disposal method for leachate for the Collier County Landfill. CONSIDERATIONS: The Public Utilities Department maintains the Collier County Landfill site and is responsible for the management of leachate that the landfill produces. The Collier County Landfill is a 310.97-acre Class-I solid waste management facility that accepts incoming solid waste six days per week. Leachate produced in the landfill disposal cells is collected via the landfill leachate collection system and transferred to a pump station. The leachate is then pumped to the sanitary sewer collection system flowing to the South County Water Reclamation Facility for treatment, approximately 100,000 gallons per day (during the wet season). This contributes to nitrogen concentrations requiring treatment within the waste stream process. Furthermore, the leachate transport pipe network is located under highway 75 and consists of aged ductile iron pipe. Therefore, the Deep Injection Well was designed to serve as an industry standard, long-term solution for leachate disposal and relieve the wastewater treatment plant of this high volume, nutrient rich flow. On May 31, 2019, the Procurement Services Division posted Invitation to Bid 19-7616 for construction of the Deep Injection Well for Collier County Landfill. The County issued 3,194 notices, and sixty -seven (67) interested bidders viewed the bid package. The County received three (3) bid responses by the July 1, 2019 deadline, as summarized below. Staff reviewed the bids received. Staff found All Webb Enterprises, Inc., non-responsive for not providing a completed Bid Schedule. Youngquist Brothers, Inc. is the lowest, responsive and responsible bidder. Youngquist’s bid is approximately 6% below the Engineer’s estimate. In the design entity’s letter of recommendation attached, AECOM recommends awarding the project to Youngquist Brothers, Inc, who has a satisfactory performance and warranty record on previous, similar, utility-related projects. Staff therefore recommends that the contract be awarded to Youngquist Brothers, Inc, for a total contract amount of $6,788,782. Use of the allowance will be billed at the appropriate contract price based on a lump sum, unit price, or time and material basis. This bid award is the first of a three-phase bid construction project to complete a fully functioning leachate deep injection well. The transmission main to transport the leac hate, filter baskets, above ground storage tank, and generator are separate bid awards. FISCAL IMPACT: Funding is available in, and is consistent with, the FY2020 Capital Budget approved by the Board on September 19, 2019. The source of funding is the Solid Waste Capital Fund (474) Deep Injection Well Project (70219). This project stands as an independent project with neither historical expenditures or budgets save for projects costs directly associated with its construction. GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities and to remain in compliance with all regulatory programs. Project was an emergency under a consent order so City used piggyback process. There were Construction challenges, but Youngquist still met time and budget. Have kept contract open to work with other issues on some monitor wells. Contract cost of $3.9 million confirmed. Satisfied with review and submittal times as far as YBI side. City had some issues on their side with reviews and approvals. Cape Coral used some new software. Software was good for tracking construction progress and to do items. Yes, wells were a separate contract from the surface facilities. Would have preferred if Youngquist had performed both- smoother completion. City was concerned about cross-contamination between plants due to wells being for RO and WW. Recommends turnkey contract, if possible. Hurricane preparedness very important. Youngquist addressed this with satisfactory action plan. Geology at this location was very different from other IW's constructed. Encountered lost circulation issues. No changeorders on these injection wells, but contract was left open and change orders were initiated by City for value-added work. Had issue with older MW steel pipe de-laminating so Youngquist retrofited under follow-on work. Since project was piggyback, there was no opportunity to offer incentives, but Mr Sorrel did recommend doing that, if possible. Contract not yet closed out due to the added work. City reduced retainage to minimum. Not closed out yet. Wells are in service and are working fine! FDEP has requested additional testing which is slowing things down a bit. If contract has time frame flexibility, may be able to negotiate cost savings. Youngquist is a premium contractor to City. Their 4th well project with the City. They understand dynamics and expectations. Knows what to do. Respects firm. Yes, they did an outstanding job. Yes. There was a concern on one of the wells when drilling. Out of round casing issue came up; driller extended warranty to 10 years. First 5 year MIT costs will be covered by driller. No operational data yet. Wells are not in operation yet due to additional pump and pipeline work that Sunrise initiated (nothing to do with Youngquist). Changeorder of time for contract extended by 150 days due to final casing (out of round) issue and subtraction of $44,987.05 for associated engineering issues. Very smoothly - no issues with paperwork. All O&M information received. Have not had any issues with Youngquist. Wells are not yet in operation. RJ Sullivan Corp - other contractor for surface facilities; MIT in next couple of years. Change order reduced contract $44,000 for additional geologist's services. Challenging project. Miami--Dade settled with Youngquist at the end of the project. At another site - using Youngquist there were 2 casing collapses - site was abandoned and well re-drilled. Change orders not permitted in County. Time extension change order was OK and took place. Monies were handled by using Allowance Accounts. Contract in process of closeout now. Issues were with SBE and county wage requirements. County believes there were wage violations. Youngquist disagreed, filed a challenge and lost. No warranty issues. All wells since 1980's, many Youngquist wells from the 1990's have recently completed MITs. All did very well. Miami-Dade has had extensive experience with Youngquist. Issues are always resolved successfully. No problem recommending Youngquist. Other wells planned. There was one drilling contract performed by Youngquist (2 IW wells and 1 MW) and one contract for surface facilities (by Wharton Smith and Florida Design Drilling, that ran concurrently. Surface facilities included combining Wastewater and Concentrate from WW and RO together. YBI performance was on budget and ahead of schedule. Team for project comprised Seminole Utilities management, their project managment team from Jacobs, Hazen and Sawyer who was Engineer of Record and Youngquist. All communication was routed through Jacobs. Submittal and review process went smoothly. The construction process was performed satisfactorily and there were no drilling issues. There was a challenge in obtaining sufficient water for injection testing and Mr Rahaman advised us to identify this source early (we have done this). No changes. Project Closeout was satisfactory. received all O&M paperwork. Very satisfied with Youngquist performance. All paperwork and the site were cleared up to the Tribe's satisfaction. No warranty issues yet. Wells are in operation, but from past experience Tribe knows that Youngquist stands behind their work. Mr. Rahaman* is the Asst Utilities Director to the Tribe. The Utilities Director Aleem Ghany and the Jacobs PM both participated. Additional comments were to identify injection test water early and to make sure there is no particulate matter in the injectant, to prevent well clogging. Production wells, 16,000 gpm. Set casing shallower.ollaborative regarding logging and coring etc. Hired geologist and geneticist in salmon - three folks 21 months. No facilities in cars then power and connex. Youngquist superintentant was Cameron, and Carlos Lopes (10,000 ft well at Virginia Key) and Jose Zapata (from Schlumberger) were on-site staff from Youngquist. Very smoothChangeorder of cost savings. Were able to add cooling wells as a result of savings. Saved most materiald for on-site use (watery mud went off site to Broward). Saved rock for building elevation - 5 feet for farm building. Monitor well 148 feet away with analog flowmeter. No automation except flow at MW. Water supply for injection test - used 25 ft Biscayne cooling water wells. Yes everything was good. All left the way they wanted it. Youngquist was sub-contractor to Prime - OHL. Closeout OK but Eric had to get involved in getting prime to release retainage to Youngquist. Originally Youngquist slated to work directly for Atlantic Sapphire but financing forlks wanted one main contractor, so Youngquist did well work to blind flange and stub out only. Others did the rest. Not in operation yet. Couple of weeks until operational testing request. Pumping tests good. Operational testing for up to 2 years under construction permit. Pleased with Youngquist performance. Hurricane Irma passed through while they were working on one of the Floridan wells. Site flooded. Casing and diesel rig on site. Permitted as Class V Group 9 well but built to Class I standards. MIT Testing was pressure, radioactive tracer and single monitor zone. then no subsequent MITs. Fluids & Solids Control: Youngquist Brothers does not use earthen mud pits for the containment of drilling fluids. All drilling fluids will be contained on site in a steel "mud" system to separate clean cuttings and the bentonite drilling fluid utilized. Used drilling fluids will be removed from the site in tanker trucks and disposed of in an approved manner. The destination for disposal will be determined in the actual bid process and identified to the City and its engineers through the submittal process after Notice to Proceed. Clean cuttings, if not approved for on-site disposal, will be hauled off via dump trucks. After Award: Submittals: When notified that YBl will be awarded the contract, our inside management team will immediately begin preparing and submitting all required materials and means submittals necessary to begin the project. Richard Finch and Charles Reynolds will head the team that is coordinating with the engineers on submittals and requests. YBl will expend considerable effort to ensure that all submittals are accurate and submitted in a timely manner. Because of the substantial lead time for some required materials, it is imperative that YBl coordinate with the engineer and owners at all times. Human Resources: When notified that YBl will be awarded the project, Tim Mitchell, YBl Human Resource Director will meet with the YBl management team to determine the resources needed for the project.
