Agenda 10/08/2019 Item #11E (RFP #19-7650 Golden Gate Golf Course)10/08/2019 EXECUTIVE SUMMARY Recommendation to approve the Selection Committee’s ranking and authorize staff to enter into contract negotiations with Davidson Engineering, Inc., related to Request for Professional Services No. 19-7650, “Golden Gate Golf Course Redevelopment Planning and Engineering (Project 80412)." OBJECTIVE: To secure a firm to provide planning and engineering services for the redevelopment of the Golden Gate Golf Course. CONSIDERATIONS: On August 5, 2019, the Procurement Services Division released notices of Request for Professional Services (“RPS”) 19-7650, Golden Gate Golf Course Redevelopment Planning and Engineering, to 40,068 firms. One hundred sixty-six (166) firms downloaded the RPS package, and the County received seven (7) proposals by the September 9, 2019 deadline. The Selection Committee met on September 20, 2019, and as described in step 1 of the solicitation documents, the Committee scored each of the proposals and short-listed the top four firms to move on to step 2, oral presentations. On September 27, 2019 the Selection Committee reconvened to hear the oral presentations, and after review and discussion, and by consensus of the members the Committee ranked the firms in the following order: 1. Davidson Engineering, Inc. 2. Stantec Consulting Services, Inc. 3. Agnoli, Barber & Brundage, Inc. 4. Q. Grady Minor & Associates, P.A. Subject to the Board’s approval of staff’s recommendation, in accordance with the Consultants’ Competitive Negotiation Act, Florida Statutes § 287.055, staff will begin contract negotiations with the top ranked firm, Davidson Engineering, Inc., with the intent of bringing back a negotiated contract back for Board approval at a subsequent meeting. If staff is unable to reach an agreement with the number on e ranked firm, staff will continue negotiating with the remaining firms in ranked order. The contracted firm will work with staff to facilitate public involvement and outreach with the surrounding property owners and Golden Gate area residents to consider acceptable uses for the Golden Gate Golf Course property. The consultant will develop conceptual site designs, layouts, and cost estimates with input from the public involvement and the Board’s direction. Upon Board approval of the final concept, the contracted firm will coordinate the rezoning process and secure the appropriate permits necessary to develop the property either as a whole or in parts. The County would then have the option to move into the horizontal and vertical construction phase. FISCAL IMPACT: The Source of funds for this project will be the Countywide Capital Improvement Fund (301) which receives transfer dollars from the General Fund (001). GROWTH MANAGEMENT IMPACT: There is no Growth Management impact. C-2 Naples, FL 34112 All proposals shall be submitted online via the Collier County Procurement Services Division Online Bidding System: https://www.bidsync.com/bidsync-cas/ INTRODUCTION As requested by the County Manager’s Office (hereinafter, the “Division or Department”), the Collier County Board of County Commissioners Procurement Services Division (hereinafter, “County”) has issued this Request for Professional Services (hereinafter, “RPS”) with the intent of obtaining proposals from interested and qualified Consultants in accordance with the terms, conditions and specifications stated or attached. The Consultant, at a minimum, must ac hieve the requirements of the Specifications or Scope of Work stated. On the June 25, 2019 Board meeting, the Collier County Board of County Commissioners (hereinafter, the “Board”) approved the purchase of the Golden Gate Golf Course. This property is less than a mile from the I -75 and Collier Boulevard interchange and is currently developed as an 18-hole golf course. Surrounding much of the property is residential development with a residential neighborhood and water treatment facility in the interior of the property. The Board directed staff to develop options and layouts for the future use of the property in conjunction with public input and to bring back the options for the Board’s review. BACKGROUND The Board, in compliance with Florida Statute 287.055, Consultants’ Competitive Negotiation Act, is seeking proposals from qualified and experienced firms to provide Consultant services to develop a plan to redevelop the Golden Gate Golf Course. The County is seeking a firm that can provide services in the following disciplines: planning, zoning, engineering, construction oversight/estimating, site planning, architectural services. These services include but are not limited to; a site layout that identifies space needs and availability, identifying form and fit with surrounding community, construction estimating, conceptual architectural services, site planning, site development, roadway design, utility (water/wastewater) engineering, county zoning and rezoning, and public involvement. Additionally, the County would also expect the firm to have experience in community space planning that may include a public park, municipal golf course, and campus type development. There has also been significant discussion that a portion of the property would be developed as a Veterans Nursing home, another portion may be developed with workforce housing, and yet another portion may be developed with a full or partial golf course or other public uses. This project will be highly scrutinized, and the selected firm should be prepared to develop and deliver a strong public involvement plan. The County has plans that are currently at 60% to widen the existing four -lane segment of Collier Boulevard from Green Boulevard to the Golden Gate Main Canal at the property’s southern boundary. The purchase of the Golden Gate Golf Course provides a means to realign the roadway and avoid costly relocation of the South Florida Water Management District weir structure. This could result in a westward shift of the roadway by utilizing ± 2.5 acres of the existing Golf Course. The Golf Course has an existing municipal water distribution facility that may or may not need to be relocated. Additionally, the Golf Course parcel was acquired with exceptions and temporary easements such as the parking and tennis area easement and exception for the existing pool in the parcel owned by the parent tract, Golden Gate Inn. The selected firm will need to be able to work with the parent tract owner to rezone his property and develop plans and zoning changes that would be mutually beneficial to the County and the owner of the parent tract. There may be a need to realign the property boundaries to satisfy the outcome of the zoning and meet the needs of both parties. During the due diligence period ahead of the County’s closing on the property the County completed a Phase I and Phase II Environmental Site. These reports are included in the attachments to this Scope as backup. Assessments conducted on the property. The Phase II Environmental Site Assessment indicated arsenic and lead in the maintenance area. Further testing of groundwater was setup at three separate locations. Investigation of FDEP records revealed the presence of two underground fuel tanks that were recommended to be excavated and removed. 11.E.3 Packet Pg. 346 Attachment: 19-7650 Solicitation (10345 : Golden Gate Golf Course Redevelopment Planning and Engineering) In addition to the Environmental studies, the County also had an ALTA survey and title research completed, and no major encroachments or title exceptions were found. TERM OF CONTRACT County reserves the right to modify this scope during negotiations for budgetary reasons. The contract term, if an award is made, will commence on the date of the Notice to Proceed and end upon acceptance and approval of the final payment. Prices shall remain firm for the initial term of the awarded contract. Surcharges will not be accepted in conjunction with this award, and such charges should be incorporated into the pricing structure. DETAILED SCOPE OF WORK The redevelopment of the Golden Gate Golf Course will be done in multiple phases. The first of these phases will consists of significant public involvement, developing conceptual site designs, layouts, and cost estimates. These concepts will be presented to the Board on an ongoing basis to receive direction and guidance. Upon approval of the final concept, the firm will then move forward to rezone the Golf Course and adjacent property appropriately. Concurrent with the rezone process, the firm will take the concept plans and develop detailed site plans for the unified development of the property that can be used to secure appro priate permits to develop the property in whole or in part by parcels. After the rezoning is completed and site plans are approved, the County may at its option move into the horizontal and vertical construction phase. This phase may or may not include thi rd party partners that can take advantage of this contract. It is anticipated that the contract may be amended to add preliminary costing, conceptual architectural plans, and construction oversight services. Please consider the following outline as a template for the deliverables being requested: 1. Project kick-off with internal stakeholders from each participating County division and development of a project charter 2. The development and implementation of a str ong public involvement plan including project website 3. The development of cost and concept plans that would be vetted publicly and with the Board of County Commissioners 4. The rezone of the Golf Course and private parent tract (May require a Growth Management Plan amendment) 5. The development of site plans that can be used to develop the property in whole or in parts 6. The securing of appropriate permits for horizontal and vertical work as directed by the owner 7. Constriction management, estimating services, and construction oversight as directed by the owner 8. Additional services not listed in the background and scope that may be directed by the Board or staff that may arise from Boa rd direction, public involvement, and information discovered after the contract has been executed The selected firm shall provide the services identified above through its own employees and/or may hire specialized sub-contractors and other vendors identified on their team to perform all, or some portion of the consulting work. Specialty vendors may be added to the project delivery team for specific tasks and services needed to achieve the project goals. REQUEST FOR PROFESSIONAL SERVICES (RPS) LIBRARY PROCESS 1.1The selection process will involve a qualifications-based proposal review. The consulting firms will submit a qualifications proposal, based on the criteria detailed below (Response Format and Scoring Criteria for Development of Shortlist), which will be the basis for scoring, ranking, and determining the selected firm. The consulting firms will need to meet the minimum requirements outlined in order for their proposal to be evaluated and scored by the COUNTY. The COUNTY will then produce a final ranking for approval by the Board of County Commissioners. Upon approval, the County will enter into negotiations with the selected firm. With successful negotiations, contracts will be developed with the selected firm to perform the work explained above. 1.2 The COUNTY will use a Selection Committee in the RPS selection process. 1.3 The intent of the scoring of the qualifications proposal, is for consultants to indicate their interest, relevant experience, financial capability, staffing and organizational structure. 1.4 Based upon a review of these qualification proposals, the firms will be scored, ranked, and recommended for award to the Board of County Commissioners. 1.5 Once the award recommendation is approved, the COUNTY will enter into negotiations with the awarded firm. This criterion measures how well the personnel are staffed to address all facets of the project. It measures how well the personnel are organized to deliver the services for the COUNTY. Preference will be given to teams with knowledge and experience with local construction and regulatory conditions and who demonstrate a strong commitment to team collaboration. Preference will also be given to teams (both individual within the teams and the companies making up the team) that have worked together on successful delivery of similar projects. It measures the overall level of the company’s qualifications to successfully complete all the services required by the COUNTY. EVALUATION CRITERIA NO. 2: CERTIFIED MINORITY BUSINESS ENTERPRISE (5 Total Points Available) Submit certification with the Florida Department of Management Service, Office of Supplier Diversity as a Certified Minority Business Enterprise EVALUATION CRITERIA NO. 3: PAST PERFORMANCE (25 Total Points Available) This criterion measures the professional team’s past experience with projects similar in size, type and complexity as this project. The team should identify recent projects where public involvement, engineering, planning, and construction services were delivered successfully and collaboratively. Experience with all elements of the project scope as generally described herein will be evaluated, with specific emphasis on experience addressing the technical, community and project delivery categories. The professional team’s minimization of change orders will be an important consideration. The County requests that the vendor submits no fewer than three (3) and no more than ten (10) completed reference forms from clients whose projects are of a similar nature to this solicitation as a part of their proposal. Provide information on the projects completed by the Proposer that best represent projects of similar size, scope and complexity of this project. Proposer may include two (2) additional pages for each proje ct to illustrate aspects of the completed project that provides the PSC information to assess the experience of the Proposer on relevant project work. EVALUATION CRITERIA NO. 4: PROJECT APPROACH, WILLINGNESS TO MEET TIME AND BUDGET REQUIREMENTS (20 Total Points Available) Written overview of the professional team’s resources available to complete the services requested in the schedule outlined in the scope of services. The Proposer should illustrate to the COUNTY how they propose to approach the project and assemble the resources to meet each phase and each major element of the project. (Limit response to 3 pages) A conceptual level schedule should be included as a separate page to illustrate concepts of design and permitting time, sequencing of the major elements.
