EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to execute the attached Resolution
authorizing execution of Joint Participation Agreement Contract No. G0E50 Supplement Two with
the Florida Department of Transportation in the amount of $3,599,620 for supplemental State
grant funding to be applied to the previously Board approved construction contract for the new
terminal facility with associated landside improvements at the Marco Island Executive Airport.
OBJECTIVE: To accept supplemental grant funding for the new terminal building and associated
landside improvements at the Marco Island Executive Airport (MKY).
CONSIDERATIONS: On September 27, 2016, Agenda Item 16G1, the Board of County
Commissioners (Board), sitting as the Collier County Airport Authority (Authority), accepted a Joint
Participation Agreement (JPA), Contract No. G0E50, with the Florida Department of Transportation
(FDOT) in the amount of $783,900 to fund the design and permitting of a new terminal facility at MKY.
Upon completion of the design phase, the project was bid and the Board subsequently approved Contract
No. 18-7240 with West Construction, Inc. in the amount of $9,396,363.20 for construction of a new
terminal building and associated landside improvements at MKY on February 13, 2018 (Agenda Item
14.A.1).
At that time, the Board authorized budget amendments totaling $10,900,000 to appropriate funding for
the construction and CEI services for this project utilizing Airport Authority Capital Fund (496) Re serves,
and a temporary loan from Planning Services Fund (131) Reserves to be repaid annually as
reimbursements are received from FDOT between FY 2019-2021, as outlined in the Department’s work
program.
On October 9, 2018, the Board accepted FDOT Supplemental JPA One in the amount of $4,128,000,
which allowed for a partial repayment to the Planning Services Fund (131) previously allocated as an
additional local contribution.
The initial project budget included the design, permitting, and bidding only. The Airport Authority
increased the budget in February 2018 to include construction and CEI services. Supplemental JPA One
increased the total FDOT-eligible project costs and allowed for FDOT to provide supplemental funding in
future fiscal years.
The Authority has received Supplemental JPA Two from FDOT in the amount of $3,599,620, which will
allow for additional repayment to the Planning Services Fund (131).
FISCAL IMPACT: The estimated construction and CEI cost of $10,900,000 was initially funded by a
loan from the Planning Services Fund (131). Budget amendments within the MKY Apron/Terminal
Upgrade Project No. 33484 are necessary to:
• Recognize FDOT grant revenue in the amount of $3,599,620 within Airport Grant Fund (498)
• Appropriate the required local match of $899,905 within Airport Grant Match Fund (499)
• Repay a portion of the Planning Services Fund (131) loan by the amount of FDOT revenues
being recognized
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
