EXECUTIVE SUMMARY
Recommendation to approve a First Amendment to Agreement # 19-068-NS for a sixty-day
extension to the Temporary Maintenance Agreement with the Gulf Coast Junior Golf Tour, Inc.,
d/b/a The First Tee of Naples/Collier (“The First Tee”) for maintenance activities at the Golden
Gate Golf Course to allow for additional time to provide golf course maintenance and operations
services and to complete its report on the conditions and needs of the Golden Gate Golf Course.
OBJECTIVE: To continue to preserve the value of the asset and provide additional time for The First
Tee to provide golf course maintenance and operations services, to complete its assessment of the Golden
Gate Golf Course Property, and to provide a report to the County regarding the conditions and needs of
the Golf Course.
CONSIDERATIONS: On July 31, 2019 the Board of County Commissioners acquired the Golden Gate
Golf Course. At the Board’s July 9, 2019 meeting, staff received direction to maintain the Golden Gate
Golf Course and specifically the greens to preserve the value of the asset but not at a level for open play
golf. The First Tee approached the County and offered to provide interim maintenance assistance with
the course. The County entered into a short-term agreement (Agreement # 19-068-NS, the “Agreement”)
with The First Tee on August 9, 2019, to maintain the course in the same general condition as it then
existed and to provide a report on the conditions and needs of the course for $22,500 per month for
approximately a two-month period. The conditions report will help County staff to understand the
maintenance requirements and potential financial investments required should the County choose to
operate the facility as a golf course in the future.
The Agreement is set to expire on September 30, 2019, and The First Tee is asking for a sixty-day
extension so it can complete its report and assist staff with the transition of the asset. This additional time
will allow The First Tee to develop a meaningful proposal t o the Board for an interim use. Extending the
term of the Agreement also benefits the County because the County is not currently staffed to maintain
the facility at the appropriate level. It is anticipated that The First Tee will present its report and proposal
to the Board prior to the end of the proposed 60-day extension to the Agreement.
FISCAL IMPACT: There is no extraordinary fiscal impact associated with this executive summary.
The costs through this maintenance agreement are well below staffs estimates to provide maintenance
services internally, and below costs presented by the seller to operate the course.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with
approving this executive summary.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority
vote for Board approval.-SRT
