Agenda 09/24/2019 Item #16F 3 (FGCU Small Business Developmnet Center)09/24/2019 EXECUTIVE SUMMARY Recommendation to approve and authorize the Chairman to sign the Agreement with the Florida Gulf Coast University Small Business Development Center, in the amount of $25,000, in continued support of Collier County’s small business community and ongoing entrepreneurial efforts. OBJECTIVE: To approve the Florida Gulf Coast University Small Business Development Center (FGCU-SBDC) Agreement for Fiscal Year 2020. CONSIDERATIONS: As part of the County’s continued focus on expanding services and assistance for the small business community, and the growing partnership of Florida Gulf Coast University as our regional higher education provider, staff is proposing a formal relationship with the FGCU-SBDC. The FGCU-SBDC provides no-cost confidential consulting and low-cost training in proven management fundamentals helping small business owners and potential entrepreneurs make sound decisions for the successful operation of their business. Through this agreement, the FGCU-SBDC will administer a Collier County Small Business Development Center program by providing services outlined below. SBDC will make its best efforts to provide programs and services in geographically diverse areas of the County to ensure access to all citizens. FGCU-SBDC will provide Technical Assistance to small businesses in Collier County with a professional Business Consultant by scheduling one-on-one confidential counseling and assistance sessions, as needed, free of charge, on business startups and business growth, including areas of need, such as business planning, forecasting, HR, marketing, etc. In addition, FCGU-SBDC will provide mentoring/coaching assistance to businesses, education and workshops for local businesses, and information and recommendations on Risk Management Association (RMA) reviews when requested by County Staff. For county retention and expansion efforts with businesses, the SBDC will be included in conversations and will provide consulting, industry and RMA data, interpretation of data and next-steps strategies By implementing this Agreement, the FGCU-SBDC will become value-added resource to the Naples Accelerator and other economic development activities in the County. County referrals will have access to the SBDC’s entire network of expertise. Activities under this contract will be monitored by semi- annual recap reports of activity of the Florida SBDC for county businesses. FISCAL IMPACT: The total cost to the County for the Agreement will not exceed $25,000 in FY 2020. Funding is appropriated for this expenditure in the approved Business and Economic Development Division FY 2020 budget. GROWTH MANAGEMENT IMPACT: This request is consistent with Objective 3 of the Economic Element of the Collier County Growth Management Plan which states: “Collier County will support programs which are designed to promote and encourage the recruitment of new industry as well as the expansion and retention of existing industries in order to diversify the County’s economic base.” LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and legality, and requires majority vote for Board action. -JAK RECOMMENDATION: To approve and authorize the Chairman to sign the Agreement with the Florida Gulf Coast University Small Business Development Center. All invoices shall be submitted in accordance with COUNTY procedures and in a form acceptable to the COUNTY and the FGCU-SBDC, as generally outlined in Exhibit B, Method of Payment and Budget Detail, attached hereto and by reference made a part hereof. ARTICLE IV PAYMENT AND REPORTING REQUIREMENTS The total amount to be paid by the County under this contract shall be twenty-five thousand dollars ($25,000.00). Payment will be made in two lump sums of $12,500 upon receipt of an invoice from FGCU-SBDC; the first payment is due and payable upon receipt of the semi­ annual report; and the second payment is due and payable after receipt of the annual report. In addition to this payment, the County will provide, at its expense, space for the FGCU­ SBDC satellite office in the Naples Accelerator or Office of Business & Economic Development. Funds provided under this contract may not be expended for the purpose of lobbying the Florida Legislature or a State of Florida agency, or any other local, state or federal agency. The FGCU-SBDC shall submit one semi-annual recap report of activity of the FGCU­ SBDC for county businesses, due June 30, 2020, and one annual recap report of activity of the FGCU-SBDC for county businesses, due October 15, 2020, as outlined in Exhibit C. ARTICLE V MAINTENANCE OF RECORDS The FGCU-SBDC shall maintain such financial records and accounts, including invoices, purchase orders and backup materials or documents deemed necessary to assure a proper accounting for all COUNTY funds for which the COUNTY is obligated to reimburse the FGCU­ SBDC under the terms of this Agreement. The aforesaid records and accounts shall be made available for inspection purposes at reasonable times and upon reasonable notice during normal business hours and as often as the COUNTY may deem necessary to verify reimbursements and any other financial records or matters covered by this Agreement.
