Agenda 09/24/2019 Item #16E10 (Resolution funding Medical/Rescue Equipment for Collier County EMS)09/24/2019 EXECUTIVE SUMMARY Recommendation to approve a Florida Emergency Medical Services County Grant Application, Request for Grant Fund Distribution Form and Resolution to fund Training and Medical/Rescue Equipment for Collier County EMS in the amount of $63,560. OBJECTIVE: To expand and improve pre-hospital emergency medical services utilizing State grant money. CONSIDERATIONS: The State of Florida established the Emergency Medical Services Grant Award Program for the expansion and/or improvement of emergency medical services. A grant award notice was recently received from the State of Florida indicating that Collier County’s grant allocation for fiscal year 2019 will be $63,560.00. A resolution is required to be included with the grant application stating that funds will not be used to supplant the EMS budget and certifying that the grant funds will be used to improve the County’s emergency medical services. Also included with the application is a Request for Grant Fund Distribution, which directs the Florida Department of Health to remit the grant funds to Collier County Board of Commissioners. Approval of these documents also constitutes acceptance of the grant when awarded. FISCAL IMPACT: There is no fiscal impact associated with applying for this grant. Should the grant be awarded, staff will bring back budget amendments recognizing grant revenue and budgeting expenditures and match in a dedicated project number. GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this action. LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote for Board action. - JAB RECOMMENDATION: To approve and authorize the Chairman to execute the Florida Emergency Medical Services County Grant Application, the Request for Grant Distribution and a Resolution confirming that grant funds will not supplant the EMS budget. Please use these forms and not previous year forms because there have been some recent changes in a financial code and other aspects. It is okay to apply for the new grant even while your previous award is active. When your previous grant ends you can then request spending authority for any remaining balance including interest, under the new grant. Your budget must total the amount of this year’s grant. I have attached a list of the amounts this year for all counties. Use the amount in the total column. This grant opportunity is on the state EMS website, the internet address for which is the last line of my signature block, but when you get to that location you will need to scroll down to access the segment for these “county” grants.
