EXECUTIVE SUMMARY
Recommendation to authorize a Budget Amendment in the amount of $311,454.68 from various
projects in the Parks' Capital Fund (306) to provide additional parking along Hamilton Avenue for
Bayview Park patrons.
OBJECTIVE: Design and construct improvements along Hamilton Avenue to provide additional parking
for Bayview Park.
CONSIDERATION: The Parks and Recreation Division is seeking to design improvements on Hamilton
Avenue and Danford Street to improve boat parking at Bayview Park. Currently, boaters who use
Bayview Boat Ramp use Hamilton Avenue as overflow parking on peak days. Boaters launch their boats
at Bayview Park, drive and park on the grass along Hamilton Avenue with their vehicles and trailers and
walk along Danford Street to use the facility.
The Parks and Recreation Division has worked with the Bayshore Beautification MSTU (MSTU) and the
Bayshore Gateway Triangle CRA (CRA) to develop a plan that improves the safety of this area for both
pedestrians and vehicular traffic by creating formal boat trailer parking within the Hamilton Avenue Right
of Way (ROW). The MSTU and CRA have provided feedback and approval to Parks and Recreation
pursuing permitting and design of permanent overflow parking within the Hamilton Avenue (ROW) and
the required sidewalk connection on Danford Street from Hamilton Ave to Bayview Park.
Parks and Recreation has reached a tentative agreement with the Naples Botanical Gardens to
accommodate part of the stormwater management requirements needed for the expanded parking on their
property. When finalized, staff will bring the agreement forward as a separate agenda item for the Board
of County Commissioners to consider. If for any reason the County is not able to reach agreement with
Naples Botanical Gardens, staff will work with the design professional to identify alternative means to
meet the stormwater requirements and will not proceed with the construction phase of the parking project
until a solution is identified.
The top priority for the Bayshore Beautification MSTU is Thomasson Drive Beautification Project which
consists of resurfacing and widening portions of Thomasson Drive and Hamilton Avenue. The project
includes new sidewalks, bicycle paths, street lighting, signage, irrigation, landscaping, and a roundabout
with a landscape island at the intersection of Thomasson Drive and Bayshore Drive. The project includes
the portion of Thomasson Drive from Orchard Lane to Hamilton Avenue and the entire length of
Hamilton Avenue.
The MSTU has agreed to separate their project into two (2) phases to allow for the parking improvements
along Hamilton Avenue to be advanced by the Parks Division. The MSTU will move forward with Phase
1 of the project which will include improvements along Thomasson Drive and the construction of a
roundabout. Phase 2 improvements will be incorporated into the Parks project and the MSTU will provide
funding to construct the section previously anticipated to be included with Thomasson Drive project.
Tentatively, the construction of the Phase 1 improvements will begin January 2020 and take
approximately twelve (12) months for completion. This funding is for the design and permitting of the
boat trailer parking and it is anticipated that the design and permitting will be completed by the
spring/summer 2020 and construction completed in September 2021.
The MSTU Advisory Board recommended approval 5/1 to move forward with the Parks project at their
September 10, 2019 meeting.

FISCAL IMPACT: A budget amendment is needed to redirect funding from various regional park
projects in the amount of $311,454.68 to fund the Bayview Parking Expansion Project 80311 within the
Parks’ Capital Improvement Fund (306). Source of funding is a transfer from the General Fund (001).
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan from this
action.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK
RECOMMENDATION: To authorize a Budget Amendment from various projects in Parks Capital
Improvement Fund (306), to Project #80311, Bayview Park Expansion in the amount of $311,454.68.
