EXECUTIVE SUMMARY
Recommendation to approve the Florida Department of State Division of Historical Resource Small
Matching Grant award contract 20.h.sm.100.020, in the amount of $50,000, associated Budget
Amendment, and an “After-the-Fact” encumbrance extension request for a site development and
landscape plan for Margood Harbor Park Historic Cottage site.
OBJECTIVE: To accept the grant award for the preparation of architectural drawings and landscape
plans for the Margood Harbor Park Historic Cottage site.
CONSIDERATIONS: The Florida Department of State Division of Historical Resources, Small
Matching Grant program provides funding to assist local, regional, and state-wide efforts to preserve
significant historic and archaeological resources and to promote the knowledge and appreciation of the
history of Florida.
The grant application was submitted on June 1, 2018, by the Parks and Recreation Division and received
permission to submit an “After-the-Fact” grant request by the Board of County Commissioners (Board)
on June 26, 2018 (Agenda Item #16D12).
On June 25, 2019, Collier County was notified of the award from the Florida Department of State. The
$50,000 award is for the planning of the Margood Cottage Site. The grant funds will be used for
architectural and engineering services to produce as-built drawings, schematic drawings, a design
development plan, and 100% construction drawings, including landscaping/erosion control plans. If actual
costs exceed grant funding additional local funding is available in Parks Capital Fund (306).
The proposed Agreement is required to accept the grant. As a Certified Local Government with the
Florida Department of State Division of Historical Resources, the County is not required to provide a
match. According to Paragraph 11 of the Agreement requires the grant funds to be encumbered no later
than September 30, 2019 except as extended by the State. Because of the timing of the award, the Board
was unavailable to approve acceptance and to proceed with the procurement process in time to encumber
the funds by the required date. Accordingly, on August 21, 2019, the attached encumbrance extension
request was sent to the Florida Department of State Division of Historical Resources in accordance with
the process set forth in Paragraph 11. The encumbrance date is requested to be extended until October 30,
2019. We are currently awaiting approval from the State on this request.
In addition, a Direct Select procurement will be initiated using the Professional Services Libra ry for
Architectural Historic Preservation, Study, Planning, and Design Category. Request for Professional
Services (RPS) procurement will be completed with recommendations being brought to the Board at the
October 8, 2019 Board meeting.
FISCAL IMPACT: A Budget Amendment is needed to appropriate the $50,000 within the Public
Services Grant Fund (709), Project 80322. There is no requirement for a County match.
LEGAL CONSIDERATIONS: Although very unlikely, if the request for an extension of the
encumbrance date is not approved by the State, the monies will have to be able to be encumbered by
September 30th or the County cannot accept the grant. This Item is approved as to form and legality and
requires majority vote for approval. - JAB
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact due to this request.

ADVISORY BOARD RECOMMENDATIONS: The Parks and Recreation Advisory Board
unanimously approved the project at their March 21, 2018 meeting.
RECOMMENDATION: To approve the execution of the Florida Department of State Division of

Collier County is in the process of preparing the above referenced grant agreement for the Board of County
Commissioners approval. lt is the intent ofthe County to have the agreement presented at the September 24,2079
Board of County Commissioner meeting. As part of this preparation we are requesting an extension of the stated
encumbrance deadline of September 30, 2019 to October 30, 2019. Pursuant to Section 11.a) of the agreement
"Encumbrance of Funds"
Due to our Board of County Commissioners being in recess until September 2019, the ability to encumber funds is
currently restricted. Once they reconvene, we will be able to encumber funds however we are requesting additional
time.
