EXECUTIVE SUMMARY
Recommendation to accept the FY19-20 Commission for the Transportation Disadvantaged Shirley
Conroy Rural Capital Equipment Support Grant, in the amount of $71,206 and a local match in the
amount of $7,912 for the procurement of one (1) Cutaway Transit Vehicle and authorize necessary
Budget Amendments (Total Fiscal Impact $79,118).
OBJECTIVE: To use grant funds to maintain transit services in the rural areas of Collier County.
CONSIDERATIONS: On April 23, 2019, the Board of County Commissioners (Board) approved the
submittal of an FY19-20 Shirley Conroy Rural Capital Equipment Support Grant to the Florida
Commission for the Transportation Disadvantaged (FCTD) for the purchase of one (1) Cutaway Transit
vehicle to replace a paratransit vehicle that has reached its useful life.
On August 8, 2019, Public Transit & Neighborhood Enhancement (PTNE) staff received notice of award
from the FCTD. The grant requires a ten percent (10%) match in the amount of $7,912 and is available
from vehicle auction proceeds and the Transportation Disadvantaged operating fund. The grant agreement
is attached for the Board’s consideration.
FISCAL IMPACT: A Budget Amendment is required in the amount of $71,206 to recognize grant
funding in Transportation Disadvantaged Grant Fund (428) Project 33648. A Budget Amendment is
required in the amount of $7,912 in Transportation Disadvantaged Match Fund (429) Project 33648.
Matching funds are available from auction proceeds in the amount of $7,112.58, and a transfer of $799.42
from TD operating Fund (427), Project 31427.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this
Item.
LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority vote
for Board action. -JAB
RECOMMENDATION: To approve the FY19-20 Shirley Conroy Rural Capital Equipment Support
Grant award from the Florida Commission for the Transportation Disadvantaged in the amount of
$71,206 with a local match of $7,912 for the procurement of one (1) Cutaway Transit Vehicle and
authorize the necessary Budget Amendments.
